THE PoSTMASTEK GENERAL'S REPORT.— i The Postmaster General, iv his forthcoming annual report, will call attention, as his pre- decessors have done, to certain eccentricities in the method of determining the compensa Uon of postmasters. An effort was made in Unis direction last year, but Congress failed fully to adopt thé recommendations of the department, to that the proposed equaliza- Uon of sajaries has failed in a great mea- sure. In many of the smaller towns post- masters were receiving a compensation as great as in many of larger cities. Tue theory of the Post Office department is that | the postmasters at the smaller offices should get less those at the larger more com pepsaiion. It is now proposed to place a heavy penalty upon the sale of stamps by masters for less than their face value. Tue snbject of introducing doraicile delivery of letters has been informally considered on several ocean. sions recently at the Post Office departmeui. This system, now in operation in France, has been successfal there, and the cost, owing to the increased amount of mail transmitted, not been excessive. The department is rot yet ready to make such a system for the United States, but itis proposed to urge aa extension of the free delivery sysiem in cities by adding to the list of cities not hav- ing such facilities those having a population of 10,000 and upward. The present limit of the system is to cities of 20.000 inhabitants. THE CAUCUS OF THE REPUBLICAN SEN- ATORS.—The caucus of republican S-nators on Saturday last, was of over four hours da- ration, and by far the most important politi- cal meeting of the present session of Con- gress. The caucus was called for the ostens - ble purpose of d Kellogg to # seat inthe Senate, aud of viher business before that body, but the real obj act of the caucus was to learn the individaal sentiments of Senators on the subject of the President's appointments, and to ascertain whether the confirmation of objectionable appointments could be presented by the small majority of republican Senators. The civil service reform and southern policies of the President were discussed, but the leading point of consideration by the caucus was the appointment of democrats to offices ia the south. 8; es were made by Senators Covkling, Howe, Edmunds, aud Staniey Matthews, and nearly every one present had something to say. Mr. Conkling denounced the action of the President iu certain ap- pointments which have been confirmed avd others which are awaiting confirmation. H claimed that President Hayes has been guilt of a violation of the tenure of-office act, an he imsisted on @ thorough revision by the Senate (which bas co-ordinate power with the Executive) of all appointments. Several resolutions were introduced of dif- ferent construction, but all of the same pur- port, viz: that the President be requested by the Sen py win the tewure of of- TF appoint no democrats A large majority were in favor of the passage of these resolutions, but the minority opposed thereto was of suffi- clent size, when assisted by the democratic Senators, to successfully —— the aetion of the msjority in open Senate. At last a resolution that the President be requested hereafter to appoint no cemocrats to offices of a judicial nature or connected with the admibistration of elections in the south, where republicans of a reputable cnaracter can be found instead. After the Close of the spawning season the Speedwel! returned to Portsmouth, thus bringing te trip to a close on the 4th of October. The collection made have all been received at the Smithsonian Institution, avd are of great maguitude and value. Report of the Commissioner of Pca- sions. nt nar The Commissioner of Pensions, in his an- nual report to the Secretary of the Interior, states that more cases by 24y per cent. were adjudicated during the past fiscal year than in the year preceding, and yet the number of ding claims of all classes increased 271, number of original claims was increased by 7,110, and the number of claims for in- crease of pevsion was reduced by 4,159. Oa the 30th of June last there were ing 84,861 original claims, and 6,583 Increase claims, @ total of 91,444. Besides these, there ‘@re more than 4.0 rejected claims, many of which are liable to be reopened and re- examined; 1.032 were reopened during [he sp dear. ‘The delay in settlement of claims in mavy cases has worked hardship and ia- justice to a class whose claims should b= promptly settled. The Commissioner re. commends the division of the country into districts, each district to have a surgeon and a competent clerk at a suitable salary.
