EVENING STAR. WASHINGTON: RDAY.........-+.Jaly 21, 1977. CROSBY SB. NOYES, Reading Matter on Every Page. Average sworn Daily Circulation over 17,500,—deing more than three times that of any other daily paper in Wash- ington, and more than that of all the Editor. ‘The railroad strike, which has been widen- ing in its area since the first demonstration at Martinsburg on Monday, reached the point of an insurrection in Baltimore last night, resulting in a conflict between the Maryland militia and the rioters, 10 which ten or more Persons were killed and many wounded. As usual in these affairs the persons killed were not the rioters, but the innocent bystanders; but spectators of this class, who stand look- ing on In open-mouthed wonder when a col- Lision mpending between armed men, is never seem to understand that ballets will bot diseriminate between the just and un- just; and consequently no great amount of sympathy need beexpended upon the victims who pay the penalty of lingering through morbid curiosity in a mob-infested street, ‘The sudden rise and the tigerish fary of the riotous element shows that the mob spirit which has had such terrible sway in Balti- more on Many occasions in the past still wxisis to @ certain extent, and that very fittle encouragement on the part of public sentiment, and very little vacillation on the part of the authorities will serve to reinstate it im the most dangerous form. But the substantial elements of Ealtimore citizen- ship are evidently impressed with the neces- sity for promptly suppressing mob law in the business interest of the city, if for no other reason. These interests have already | suffered materially by the week's strike, | especially the cattle, grain, provision, petroleum, coal and coal ot! traffic. It is a matter, also demanding the consideration of working men and poor people, that this interruption to cattle, grain and provision transportation means higher prices to them for all these articles of food. The strikers at Martinsburg and elsewhere, who bold the cattle trains, and allow the poor animals to perish of hunger and thirst, are making the price of meat higher to hungry men, wo- men and children in Washington and Balti- more, who have hardly the means to pur- chase meat at the present prices. In short, riotous strikes of this sort, interrupting traf- fie and business generally, always work tae most disastrously upon the poor and the 1a- boring men in whose names they are insti- | tuted. Widespread as are the present strikes, and formidable as the demonstrations of the | strikers are for the moment, there can prob- ably be but one result—the strikers must ultimately suceumb. The reduction in Wages made by the railroad companies, though ouerous upon the Treight employes, A FEW THINGS WO WORTH KNOWING. You.can bey excelleot Heir Brushes 2°30 and 350. bs. It remained for a Washington law- yer to make the discovery the other day that borg law was amended July 12, 1376, by an act which provides only for the punish- ment Of persons sending ‘‘indecent” matter through the mails. Nothing is said in re- Sard to “scurrilous” matter in the later act, so that it is plain that no special postal act exists for punishing those who utter cards of this description. Fortunately, however, the laws relating to libel in the different states an be invoked to bring offenders of the class in question to justice. —~re-—____ It is useless to longer disguise the gravity of the situation or to get rid of the appre- hension of a near and serious conflict be- tween the laboring and employing elements ofthe country. A strike on one of our great trunk railway lines has extended rapt ily eastward and westward until now thousands of employes are bidding defiance to the rail- road companies, interfering with travel and the transmission of the mails, and stop. Ping the running of freight trains, to the material detriment of the business of the | country. But the railroad employes form but a fraction of the dissatisfied element. Everywhere they count their sympathizers by the thousand amoung the unemployed poor of many branches of industry. It isasingular fact that such a cond.tion of affairs should €xist in view of the abundance which pre- vails throughout the entire country. There isa dearth of nothing in the way of bread- stuffs, ard yet the country is filled with an army of tramps, many of whom are willing to work if they are only afforded the oppor- | tunity.
