EVENING STAR. WASHINGTON: TUESDAY «October 17, 1876. CROSBY 5S. NOYES........ Editor. since the Ist of October, and as the process continues until the 27th inst., the numbers will be largely increased before the close. ‘Those naturalized are mainly Irish and Ger- mans. Curiously enough, however, quite a ‘number of colored men are found in the line of applicants for naturalization papers, ‘showing that there are some colored immi- grants. Both the republicans and the democrats bave committees on the grouna to give for- eigners information where to go to obtain their papers, and the form requisite for the purpose. The committees also pay the fces for those who have not the means to pay themselves, Each applicant takes oath in the presence of the judge that he renounces allegiance to every government except that of the United States, and igs special form of words to the government ai which he was born. All Germans, for example, are required to forswear allegiazce to the Em- veror William, @nd all Irishmen to Quesn Victoria. —______-+ee-_______ The Commissioners of the District of Columbia had published in yesterday's Star the programme for Maryland and District of Columbia day, October 19th, at the Centennial Exhibition, from which it appears that the Governor of Maryland and District Commissiouers will enter the gate at 10 &. m., and proceed, with a proper escort, to the Maryland House, where, at 10:30. m., an addrees will be delivered by J. V. Findley, of Baltimore, on Maryland, and at 11:30 an address by Thomas Wilson, of this city, on the District of Columbia, and frofa 12 to 2 p. m. there will be @ reception by the Governor of Maryland and the District Com- missioners. Just now political journals are calculating the chances in November, and giving the List of states which will be carried for Hayes and Tiiden, respectively. While the demo. cratic organs all agree on the triumph of Tilden and Hendricks, no two of them figare out the result by exactly the same figures. Republican journals are, of course, confideat Of the success of Hayes and Wheeler, their calculations showing that this result is in- e@vitable. No overwhelming majority is claimed by either party, which indicates that a close vote is anticipatei. The New York Tribune prints a table giving Governor Tilden what is claimed for him—“tue solid south”—and to Governor Hayes every north- ern and western state except the following, which it classes as “doubtful,” viz:—Indiana, Connecticut, Oregon, New Yors, New Jer- sey and California. The vote concetei to ‘Tilden foots up 133, and to Hayes 157, while the doubtful states aggregate an electoral vote of 74. If tne prediction as to the states Which will certainly be carried for Tilden and Hayes is sure of fulfiliment—and it seems @ tolerably fair estimate—then, of course, everything depends on the doubtfal states named. A majority of the electoral Votes (185) being necessary to a cholce, ti Will be seen that to succeed Tilden must re ceive, besides the vote of the south, i7 elec toral votes more, and Hayes but 2s Tue vote of New York thrown for Hayes and Wheeler would give the republican ticket 192, or 7 more votes than are necessary to a cholee. Should Tilden carry New York he Would have 173 votes—that is to say, he would lack 12 votes ofa majority. Indiana, With her 15 votes in addition, would, how. ever, give bim 3 more than a majority and elect the democratic national ticket. Should Tilden carry the south and Indiana, Con- necticut, Oregon, New Jersey and Califor- nia, (losing New York,) he would receive but 177 votes, or 8 less than the necessary majority. +202- The young men recently expelled from the naval academy for refusing to give the names of certain boys who had been indulg- ing in the pastime of hazing, fail to receive Tmuch sympathy, and it is right that they should pot. The necessity for the supremacy of order in an institution of this Kind is ap- parent. ——_——_ -+e. Both Hayee and Tilden assert that they don’t want @ second term tn office, and the latter goes so far as to say thet the Consti- tation sbould be amended to prohibit the re- election of @ President. It therefore follows that the one who is fortunate enough to Teach the highest office in the gift of his countrymen, will occupy tt but four years It might be supposed that this would estab lish @ precedent which would govera there after, but this is scarcely litely, since sone four best Presidents, incluting Wasbiag- ton, Jefferson and Jacksoa, served their country acceptably for eight years each. The question of honoring a Presideat with a second term must be aaswered by the peo- ple themselves, who are best qualified to judge of the propriety and necessity of euch acourse. With the politicians availability Will always be a prime consideration in the selection of candidates. It will matter but little bow many terms a Cniet Executive may have erjoyed if he possesses the ele- ment of availability toa greater degree than any other candidate in bis party. In that case be will be pretty sure to be renom!- pated. Within the last few years, however, &@ popular prejadice has been created against the “third-term” idea, aud it is safe to pre- dict that but few, if indeed any, of our Caief Executives will hereafter have an oppor- tunity of immolatiag themselves for twelve years on the altar of their country. ——_re-__ Under the bead of “Good News for Mr. Seymour” the New York Evening Post, refer- Ting to the fact that he virtually said ina recent letter that @ democratic House de no berm on account of a republican Sen- ate, says that holding this view Mr. Sey- mour will be delighted to learn that if the Tepublicans gain in Congressmen at the rate they did in Onio and Indiana there will bea republican majority in the next House of Representatives as well as in the Senate, so that there would be a double guaranty against danger if, through any freak of poll- ties, the democratic Presidential ticket should be successfal. —++e —_____ Law and order are mareh “ng hand in hand —_ere--__ ‘The ingenuity of smugglers is proverbial, and although many offenders are sppre- hended 1t is eonmmnehes Gn anopens that a pen geome thelr adroitness baffle the best efforts of the custom house officers to secure their detection. Dr. Murdoch said that edible mush- rooms were sometimes poisonous, and there ‘was no certain test of their innocuousness. Rev. Dr. Dalrymple said colored cooks re- Ject those as poisonous which discolor silver spoons. They were sometimes also eup- Posed poisonous when they were only indi- gestible. Dr. Williams said the edibie mush- room will always peel, while the poisoneus mushroom or toadstool will not. Professor Schiff, of Florence, Italy, it is stated, has proved by many scie@ific experiments that Bon-edible mushrooms bave @ common poi- Son, called muscasina, the effects of which are counteracted either by atropine or datu- rin—chemical alkaloids, which are recog- nized in the materia medica of all nations. In the rural districts of Italy the law now compels apothecaries to keep these aika- loids in case of emergency, and they are gait toact “like @ charm” in neutralizing the evil effects of the poisonous vegetabie. —_—_—_—__-s20-______. The recent riot near Charleston, South Carolina, seems to have been a one-sided affair, as most riots are in tnat unhappy state. This time, however, the whites ap- pear to bave been the sufferers, two of their pumber having been killed and fourteen wounded. Heretofore, in almost every case, the casualties have been confined to the other side. Possibly the loss of lifeon the site of the blacks is yet to be repotted. ———___-see. “Sitting Ball” Morton is now the way io whieb the political opponents of the repabll- can Sepator from loclava designate him. ‘The fect that the Senator formerly deliv ered all of his speeches in a sitti position probably gave rise to his new title.
