Excessive heat is unques- tionably very debilitating, frequently bring- ing on congestion, similar to sun stroke in broken down constitutions, and {a young children causing their death after bat a few hours’ sickness. It is sad to contemplate the great mortality that taxes place among the Innocents during the moaths of Jane, July, August and September, in nearly all the large cities ip our nortoern, eastern, and Western states. Whenever the thermom- eter rises to 90°, or maintains an average temperature for the twenty-four hours that will exceed 75°, the death rate will ran up among children, preserving nearly auniform relatioa of the number of Geaths to the excess of heat above this figure. This is particularly true in ail large cities. The conditions that are constant is the age of the children and the high temperature, Crowded tenements and badly cared for premises, injudicious pursing, £c , will, of course, aggravate ali other predisposing causes to increase the mortality. Health Odicers and the public press ia other cities have already called attention to the fright- ful mortality this season among children under five years of age, and particularly of infants under two. Thelast few weeks show & very cousiderabie increase of mortality in this class in Washington. The disease to Which this increase is chiefly due is com- monly known as cholera infantum. This is ® preventable malady, and deserves the con- sideration of sanitarians, philan thropists @nd statesmen. Prevention is better than cure. What protective measures can be suggested and pat into operatioa by cities that will arrest this cruel and unnecessary Waste of infantile life? It is, we belleve, a conceded fact that certain localities are almost free from this destroyer of infants. It has scarcely an existence or a name in Europe. The localities in the United States exempted from the seven forms of cholera infantum are the rural districts generally. Bat particularily are the elevated moun- tain regions of the old states exempt from it. All the plateaus from the Hudson river to the soutuera extremity of the Apalachian chain, wher-ver the elevatioa rises above 2,000 feet, this diseuse is almost unkvown. The idea of sanitariums of this description, We should add, originated with Dr. Toner, of this city, who has given much attention to the matter of vital statistics in this coun- try. ‘Whether free parks afford the best solution for the arrest of this terrible mortality mong infants during the heated term, or not, these views set forth in THE STak as- Sisted in directing public attention to the mecessity for some specific and concerted action upon the part of city corporations for the conservation of infantile life. New York has opened an institution based upon this idea, on the sea shore, and it is to be noped good effects may result, and the practicabii-. ity and utility of such measures be tested. But cannot something be gained forall cities, &nd particularly our owp, by sanitary in- sSpectors examining Into the sleeping apart- ments and houses of the poor, in which the greatest mortality of infants takes place? The well todo can remove their children to the country, the sea shore, or the mountain resorts, but the laboring classes bave not the time or the means todo so The sleeping spartments of the wor! class are (requently very deficient in venti. lation and other sanitary conveniences. Many of these dwellings are heated up during the day so that the tempera- ture in them is frequestly much above %0* doring most of the day and night. ‘While heat is @ constant, it is only one of the many factors in cities unfavorabie to Infantile life. The mode through which we may hope to preserve lives is by improved sanitary conditions, such as ventilatioa, sewerage, and water supply. Shade trees in our streets and public squares are great con- wervators of public health in cities, and Ought to be cultivated and protected. So much has been done of late years to im- prove the streets and sewerage of Washing- ton that It might seem ungenerous to com- plain, but it should not be forgotten that many of the old trees that lined our streets ‘and defended us from the scorehing rays of @ mid-day sun, were sacrificed to the altered grades and the new order of improvements. ‘Young trees are slowiy coming on, and will in time furnish abundant shade to our side- That it should be the daty of an inspector to prevent or promptly remove, it will die) the habits of untidiness and negligence al- ready in common practice, and which indifference and Usbed as @ Kind of law.
