A JUDICIAL DECision or INTEREST TO BvILpers—Yesternoon afternoon, in the Equity Court, Judge Wylie, the case of the District of Columbia vs. Charles T. Davis and Edward Meddler was heard. The facts are that Meddler is en: in erecting for Davis on the north side of L street, between 13th and 1ith streets northwest, a row of six three story brick dwellings. The permit re- quired that the buildings should be built in Sccordance with the ‘building regulations” of the District. The regulations require that all three-story houses shall have their foundation of is inch walls, and party walis in the first story of ifinches. The buildings mentioned bad reached very nearly the second story when Inspector Plowman dis- covered that the walls were but 9 inches, and gave notice to the builder to cease work. This notice not being obeyed. the Commis- sioners entered suit for an injunction to re- strain the erection of the 9 inch walls. Tue defendant produced the certificate of Augus- tus Davis, builder, that the walls of these bouses were amply sufficient to sustain the weight which it was designed to put upon them; Sut Judge Wyite heid that the bull! > z regulations bad the force of law, ani e.- ined the plaintiff from erecting the build- ings with wails of less than M inches. This morning, in the Court in General Term, Albert Grant, by Mr. Barrett, filed a motion to continue the cause of Heustis & Browning agt.Grant et al., on the ground tbat the decree eppealed from was passed by Hon. Andrew Wylie, and that complaint of the official conduct of said Wylie has beea made to the House of tatives. and said House has taken jurisdiction of the matter and has ted & committee to ascertain whether said Wylie shali be im- peached; and the said wee is sitting in the very cause concerning which the investiga- hi moter, — a 8 pro’ SS remarked that he did not see what ring the protest had on the caso, and be directed that it should not be filed, as it bad no business here. He had tried it thoroughly, and founa no medicine bat could be substituted for brand y—noth- pg that would add, in such a material man- ner, to the brain substance, He said, how- ever, that his theory was not new; for the most ancient writers on insanity believed in stimulation,and applied it in the treat- ment of the insane, but the moderna practice runs generally to the use of sedatives. Tne asylum under his charge, he further said, bad been of patients 7 for the reception only about six weeks. and thirty-two ofthem bad already been discharged cured, while —— bis books there were the names of ninety-two more for whose ultimate recovery he had the most sanguine hopes. On all of these patients he had used brandy Itberally, ad in every instance its effects had been y. He would recommend brandy to every lunatic asylum in the world, and no stinted quantities of it at that.
