The Committee for the District of Colum- bia have been en: for the last four months continuously in an investigation of District affairs. testimony which that committee had been taking was closed a few days since, and the chairman, Judge Buck - ner, on vem A last, I think, presented to the committee his personal views in writing as to what he considered the committee should in the ses. As there had been no discussion or consideration of the question by the committee, lt was requested and agreed that his views, which were in the form of & report, should not in any way be made public or come to the public notice; tbat as they reflected upon the official con- Guctof six or seven prominent gentlemen who were holding public positions in this city, and inasmuch asit was not yet a report of the committee, it should be kept secret; but for the benefit of the committee a lim- ited number of copies should be printed at the Government Printing Office. The em. ployes of the committee-room were informed of Ube action of thecommi tee tn this regard, and the officers of the Government Printing Office were also notified. A few copies were printed and brought in a very carefully sealed packet to the room of the committee and placed in the hands of the clerk. This was op Monday morning last. O: Tuesday morning a full abstract of the view: of Judge Buckver appeared in the New York Triune, apd on the afternoon of the same day THE EVENING STAR, of this city con- tained a complete verbatim yeport of his Views 48 submitted by him as tne report of the committee. 1t is apparent that tae views of Mr. Buckoer, o1 copy of them, must have been taken from thecommittse-room or from the Government Priuiing office iu some clandestine and improper manuer or that the employes of the House, or of the com- mittee-room, or of the Printing office uave been guilty of some fault, neglect, or ques Uonable act. Now, inasmuch as that document has been printed as the report of the committee bas gone to the country through the p as (he report of the committee, I wish to sa im justice to the riies whose official con- duct is criticised in it, and in this most pab- @ manner, and in the plainest language vhich I can use, that no report of that com- mittee in the matter referred to has ever been agreed upon; that there never has been more than Oue bour's discussioa upra the sunject in any way, and that not evea the first item of @ report has yet, up to this time, — agreed upon by the committee. For uurpose of investigating and ascertain- ing OW that document or @ copy of it was obiained or taken out of the committee room, or out-of the Government Printing office, or put into the hands of the news- paper men, | offer the preamble and resolu- lion which’I send to the desk.
