As has been stated in THE STAR the bill as finally agreed upon and passed provided that the Secretary should distribute appoiut- ments, as far as practicable, equally between the several states and territories, but by some strange blunder the unamended bill ‘was placed before the President for his signa- ture and in the bill as printed in the revised statutes the words “as far as practicable” are omitted.
