To PREVENT CRUELTY TO ANTMALS.—A bill to amend certain provisions of the re- vised statntes of the United States, relating to the transportation of animals was intro- duced by Mr. Frelinghuysen in the Senate to-day and referred to the Committee on the Judiciary. It substitutes for eertain sec- tions in the revised statutes more stringeat laws in relation to animal transportation, and provides, among other things, that no railroal corporation, steamboat com. pary, &¢., shall trnnsport animals for a longer period than twenty-eight con- secutive hours without untoadiog the same for rest, water and food, for a ‘tod of at jeast five hours, unless prevented by storm or aecident. Heavy penalties are presciibed for violations of the law. CAUCUS OF THE DEMOCROTIC REPRESEN- TATIVES.—The democratic members of the House of Representatives met in caucus at two o'clock this afternoon. It is the inten- tion of some of the leading members of the majority to have marked out a line of policy With respect to anticipated legislation. Many of the democrats willdemur to this and refuse to enter into any arrange- ment through caucus, or otherwise, which will bind their action in open House. Itis generally understood, however, that @ resolution will be offered in the caucus, which will be adopted, viding that all measures and resolutions looking to legisia- tion on the subject of the currency, the tariff, and other important matters, suali, in alj in! stances, be first referred to the appropriate committees, before the effort is made to test the sense of the House.
