"Mr. Morton | in the Senate yesterday intro- duced his constitutional amendment of last session to abolish the electoral college and allow the President and Vice President to be elected by a direct popular vote; also, @ bill Prescribing the method of counting the elec- toral vote by both houses of Congress. That the present system of counting the vote by Congress is fraught with grave danger can bardly bedoubted. Mr. Thurman in aspeech delivered last session on the subject said the present method made a bloody revolution possible every four years, for the reason that under it the popular will is liable to be de- fied by the action of one house or the other. The constitution says that the President of the Senate shall open the votes, “and they shall be counted” in the presence of both houses. It is strangely silent as to who shall count the votes. This, however, is per- haps not the most serious defect in the pre- sent system. As yet not a single state has provided any method for contesting the elec- tion of electors, and though frauts of the most glaring description may oceur there is no power in the constitution to prevent the electors certified by the staie authorities from casting the vote of the state. The members of the two houses of Congress when and counted are present . aud whatever irrega- larity there may be on the face of the returns, can do nothing.
