Rey Cirentation More than Three Times that of any other Daily Pa- per published in Washington, and therefore by far the Best Adver- tising Medium in the District of | Coiumbia. ‘Mr. Morton In the Senate yesterday intro- duced his constitutional amendment of last Session to abolish the electoral college and allow the President and Vice President to be elected by a direct popular vote; also, @ bill prescribing the method of counting the elec- toral vote by both houses of Congress. That the present system of counting the vote by Congress is fraught with grave danger can hardly bedoubted. Mr. Thurman tnaspeech delivered last session on the subject said the present method made a bloody revolution possible every four years, for the reason that under it the popular will ts Mable to be de- fied by the action of one house or the other, ‘The constitution says that the President of the Senate shall open the votes, “and they shall be countei” in the presence of both houses. It is strangely silent as to who shall count the votes. This, however, is per- baps not the most serious defect in the pre- Sent system. As yet not a single state has provided any method for contesting the elec- tion of electors. though frauds of the most glaring deseription may occur there is no power in the constitution to prevent the electors certified by the state authorities from casting the vote of the state. The members of the two houses of Congress when the votes are opened and counted are present simply as witnesses, and whatever irregu- larity there may be on the face of the returns, can do nothing. In the event of two sets of elector as in the case of Louisiana at the la tion, the President of the Sen- ate seems to be vested with sole authority and «discretion, and there ts no power to cor- rect it. In six cases in our history the Vice President himself v Was a candida ction. Buren counted the votes and declared him- self elected President, and In 1351 John C. Breckinridge counted the votes, he being a candidate. Under the present method, either house make any objection to the counting of the vote of any state the vote must be rejected. The election is therefore Mable to be thrown into the House, where the voting is by es, and large states like New York, with 5,900,000 of people, woald have no iarger representation than Nevada, With but 42.000 souls. In proof of the unfair- ness of an election by the House, it may be Stated that in 1824 Adams was elected Presi- dent by that body when he really received but one third of the popular vote. The Spri 1 Republican thinks that the President uon sectarian frec-school, reading-and-writing qualification for suaf- rage recommendations, “is seeing Mr. Blaine and going him several bet- ter.” That paper believes that in all that the Presideat says of the importance of pre- serving, extending, and perfecting our com- mon school system and of keeping church And state well apart, the great majority of the American people will heartily concur, but that “it ts not so clear that there is any call at present for fresh constitution-tinker- ing in the premises. Any serious attempt to narrow the limits of suffrage would be sure to encounter formidable and obstinate re- sistance.
