R@™ Circulation More than Double that of any other Daily Paper published in Washington, President Chapin, of the Boston and Ai- bany railroad, has reconsidered his determ!- nation to take off the train connecting with the fast mall at Albany, and the peopls of New England will continue toshare in the benefits of the rapid service. Apropos of the fast mail trains, we stated yesterday that they carry but a limited number of passen- gers. This assertion should be qualified by the statement that but one of the fast trains (the one over the Pennsylvania route) car- ries passengers. It is a fact not generally known that the fast mail over the New York Central is purely a postal train, consisting of four postal cars, each carrying from five to ten tons of mall matter. The train is a eistinctive one, the cars are painted white, and each bears the coat of arms of the United S:ates. It is virtually a government train, it being in sole charge of postal ofi- cials who, excepting the engineer, fireman and necessary brakesmen, are theoaly pas- sengers. Commodore Vanderbilt says he regards it as a government train, and does not himself feel authorized to ride on it except on invitation of the Postmaster General. The Commodore undoubtedly intended to ap- propriate all of the credit for this great en- terprise and must have beea considerably disgusted when Col. Scott, with his cus- tomary shrewdness, steppe! in aad shared it with him. —+200- a The astonishing number of 3,640,797 letters found their way to the dead letter office during the last fiscal year, and the total ®mount of drafts, checks, and money con- tained in them amounted to about 33,500,000. All but about $400,000 cf this arnount was returned to the parties te whom it belonged. ‘There is a lesson conveyed in this statement which letter writers would do well to heed. Many letters go astrey because they are misdirected and the parties to whom they are addressed cannot be found. It frequently happens that the envelope is destroyed, in Which case if the name and address of the party for whom the letter is intended are not given in the letter itself the latter will never reach its destination. Hence the im- portance of always giving this address either at the beginning or close of the letter. The envelope should also be superscribed in a legible hand, and should bear not only the pagne of the party addressed and his post office, but the county and state as well. ‘There are for instance no less than forty-four postoffices In the United States bearing the pame of “Washington,” or “Washington corners,” &c., and it therefore follows that thould anyone sending a letter to Washing- ton omit the name of the state or District it would be likely to travel about for months before reaching its destination. Careless persons will save themselves a great deal of joss and vexsation by observing these simple rules. Richant Grant White, pnilologist, in alate number of the Galary, argued against the substitution of a metric system of weights and measures for the one at present in use, asserting that any one who could not re- member that “two gills make one pint, two pints make one quart, four quarts make oue gallon,” &¢., would never remember any- thing. He was, of course, caught up by the press for bis reckless assertion that “two gills make one pint,” and in the last number of the Galary takes up his philological qulli in self defence. It might be supposed that he would attribute the blunder to the types, but he does nothing of the Kind. He stoutly insists that he has not blundered at all. He admits that he is convinced that in real- ity four gills make one pint; he knew it at the time he wrote “two,” instead of “four;” but yet he has made uo mistake. He thought “four,” he says, but wrote -‘two;” it was simply a ease of “heterophe ny,” a word he invents to cover the case. Waen ho read the proof of his article andsaw the word “two,” he read it “four;” so there was no blunder in the case; it was “heterophemy” again, perfectly natural and harmless. It can readily be imagined that “heterophemy” under many circumstances, woald b9 very far from harmless, and that if people got into the habit of saying one thing and m>aa- ing quite another, we would have what the for Senator from Pennsylvaaia would style “a ‘h—ofa time.” American consuls abroad are beginning to *ppreciate the responsibility and dignity of their positions. The Pacha at Tangier, Mo- rocco, recently impressed all the camels there to convey some goods for the Sultan to Fez. Among these were animals belong- ing to Italians, Englishmen and Americans. ‘The Italian consul protested, and the camels of bis countrymen were returned. The American and British consuls made similar applications, but the Pacha refused them, fayicg: “Why, you consuls are lixe so many monkeys! Whatever one does all the rest must do!” The American consul general at once called upon the British consul to ask if he would join him in resenting the language uscd, but he declined to do so, when the for- mer at once demanded a ful! apology, telling the Sultan’s minister for foreign affairs that if itwas not made bya certain hour he would hau! down his flag and cross over to Gibraltar to await the orders of his govern. ment. The apology was forthcoming, and to avoid further trouble the Pacha released ll the camels he had impressed. A distressing accident, somewhat similar to the one which occurred in Baltimore in which a child was suffocated to death by Swallowing a camel's hair brush with whicha Physician was mopping its throat, took Place in New York a stort time since, the Victim in this case being also an infant. ‘The allegations of the father are that the pbysician said that the infant was suffering from diphtheria when {t was not, and that he cauterized its throat with a plec» of nitrate of silver fixed In a quill; that through his ‘negligence the nitrate of silver slipped from the quill into the child's stomach, and caused Its death; that,on the accident hap- Pening, defendant refused to use approved Antidotes, such as salt or the white of an egg butdirected the giving of quvntities of water todrink. The father has sued the physician for malpractice, laying damages at $5,000. —_——_—_—_«eo-—__—___ A letter from the new Commissioner of Patents to an inventor is pudlishe J, in which hB Bays he 1s sincerely desirons of institating Such reforms In the practice of the office as Will able inventors to have their applica- tions promptly attended to. The desire of the commissioner is to be commended. If report be true, he will find many abuses to reform, and in correcting them he will merit the thanks of all whohave business relations With the office. -- —— For weeks past there has been gre it activ- ity in the navy yards located in states where elections take place to-day.
