Ex-Senator Schurz has written a four- Column reply to the late letter of Wendell Phillips io favor of inflation. He denounces &s @ monstrous absurdity Mr. Phillips’ prop- Osition to substitute greenbacks for chec's, notes, &c., in business transactions, and ar- raigns him for his ignorance in not knowing ‘that these instruments constitute the very S@gency for increasing the efficiency of the greenbacks and enable the currency to satisfy the requirements of business; in fact, that ‘Without this agency the Immense number @nd variety of our business transactions could not be carried 07 at all. To substitute Mr. Phillips’ plan would produce the very Tesult he fears, viz: costraction so serious that even If greenbacks were muitiplied ever #0 much, business woul! be brought toan almost absolute stand-stili. He recalls the irredeemable paper currency known as Con. tinental money which was increased in quantity unti: {t shrank in value to nothing, and refers also to the French as- signats, which beeame so plentiful that & bushel of them would not bus a potato He also tnstanees the cases of ’ Austria with a similar curre ing the same principle. He tions that John Stuart Mil, wh that bank notes, billx, &-.,do not ast upon prices, does not speak of trreteemable paper currency at all, but does speak of them as ney de Lows b, a as convertible into coin. Mr. Schurz denies that the panies of the past are indicative of the evils of a spscie currency, and asserts that they are simply the results of specula- tion and overtrading. He thinks such views &s those of Mr. Phillips are calculated to mislead the laboring classes, who are apt to receive the impression that there are some artificial contrivances by which their special Prosperity asa class can be promoted out- side of the ways of protuctive !adustry, and that they may expect more from financial tricks than from the earnings of honest labor. Mr. Phillips is already ont in a letter (per New York Herald of yesterday) in answer to the above-noted effective missive from Sehurz, but it is merely smart and flippant, and is evidently put out harriedly to offset the effect of his opponent’s abie argument with the people of Ohio. ———~re-__ Senator Hamlin doesn’t feel happy under the hammering he has recetved for his fa- mous amendment to the postal law by whieh the ra: of pestage upon transient newspapers have been doubled. He intends to get on his hind legs on the very first day of the session to move a repeal of the obnox- ious amendment, and to explain how it all came about. The way he states it is this: The express companies were lobbying to get the laws amended so that packages weighing @8 much as four pounds could not longer be carried in the mails; they alleging that the mails were overburdened with this class of matter, and that the government was carry- ing it ata loss. The department showed that the former claim was not true, but admitted, the ancient Hamlin avers, that the latter ob- jection was well-founded, and so he proposed to checkmate the express companies by not reducing the Mmit of weight, but doubling the rates of postage on such packages; and “through an inadvertence” the charge was made to apply to newspapers, as well. Now there are two points about this expla- mation that will be received hereabouts with Some misgiving: First, that the Post Office department admitted that the packages were carried by the government at a loss, and sec- ond, that Mr. Hamlin’s amendment was de- signed to “checkmate” the express compa- nies. Mr. Hamlin may have fallen inno- cently into the hands of the express Phillis- tines, but it is certain that so far from feel- ing checkmated by its adoption, there was @upreme satisiaction in their ranks over its passage, aud so far as heard from not the slightest fault has been found by the compa- mies with the operations of their lobby here last winter. —+<ee- All eyes (political) will be directed to wards Obio to-morrow, of course. The con- ‘test is so close and the issues so mixed that On this, the eve of the election, the two great parties seem to have equal confidence of a victory. It seems to be conceded that in ‘Cincinnati and other cities of Onio, Governor Allen will experience a considerable loss from the vote that he got at the last election, but the democrats seem to expect corre- sponding gains in the manufacturing and rural districts. They therefore claim, that, even If the first returns should appear dis- strous to them, the returns from the “back Settlements” will tell a story in their favor. It is possible, however, that the school ques- Uon will affect their fortunes unfavorably in the rural districts; and should they at the same time lose in Hamilton county and elsewhere, the German and liberal vote they got atthe last election, the taking card of “cheap money,” will not save them from defeat. —$—$<$—$__— The Executive Committee of the Conserva- lve party of Virginia have issued an ad- dress to the conservative voters of that state on the issues of the day and theduties of the voters of that party. It argues that the en- forcement act is unconstitutional, and re- views the course of the Federal government towards the south since the war. The ad- Gress is only three columns long! The ‘Virginia election takes place on November ‘2d for the House of Delegates and halt of the State Senate. s2]e- The bears have at last got complete pes- ‘Seasion of the New York stock market. The departure of Jay Gould for the west seems to have been @ signal for a raid on the north- ‘western and western stocks. Missouri Pa- cific has fallen over twenty per cent., Northwestern several per cent., while the “investment” roads sympathise with the decline. Western Union and Union Pacific were barely steady on Saturday and to day at their lower rates. SE The Springfield Republican, which 1s nothing if not autocratic, having been de- feated in its efforts to contro! the Massachu- setts’ Republican Convention for the nomi- nation of Charles Francis Adams for Gov- ernor, now proposes his nomination a: the Geutennial candidate for Presideut. Adams and Bristow is its full ticket. —-~+e2-____ The municipal election held in Charleston 8. C., last week, it finally appears, resulted in the victory of the independent republican ticket over the regular republican ticket. ‘The question of municipal reform, however, ‘was the only one of politics, and it was sus- tained by the better class of citizens of both ‘parties. —__—___-+e- - —____ The investigation into the Pennsylvania State treasury, which has been pressed so many years, has at last begun, and shows that the funds belonging to the state have ‘been used, as heretofore charged, for the ben- fit of private individuals.
