‘EVENING STAR.’ WASHINGTON: THURSDAY............ July %, 1875. CROSBY s. NOYES........ Editor. Average Daily Circulation, 14,500 | The Star for the Summer. Persons leaving the city for the summer or for @ny portion of & may have THE STAR sent by mail, postage prepaid, for much period of time as they desire at the rate of 18 cents per week, 60 cents per numth, $1.80 for three months, or $3 for six monchs. 87 Orders rust in all cases be accompanied by the money, and no paper sent longer than paid for. ane —+20e- Repudiation Repadiated. The solid men of Virginia are making a stout fight against the policy of repudiation, which hac a certain unpleassnt foothold in the last legislature of that state, and which promises to show its ugly face again, if not resolutely crushed by the expression of an overpowering public reprobation. It is sat- isfactory to see that at a large meeting held at Charlottesville, on Monday, to consider whether or not the state of Virginia should repudiate her debt, a series of resolations de- nouncing repudiation in the warmest terms as net only wrong in itself, but as unwise and mischievous asa matter of policy and expedien were alopted with but one dis- senting vote. One of the unquestions y sup- believe that above 424 street it rare now, at any season of the year, to find water above the first floor. For baths and domes: oses generally, the water has to be stairs. How is this tevil to be remedied? Nobody seems to DOW, auc nobody seems to care. The house- holders have to pay for water which they do not get. if the -— companies served us in the same way what an outery there wonld be! And vet water is moreessential toheaith and life than gas.— New York Times. What the Times says of the scarcity of water in the upper part of New York city is true of the higher portions of Washing- ton. Our water officers and the District Commissioners have sought to remedy the evil by stopping the waste of water, and have earned no little undeserved censure for thelr proper course. It is to be hoped they ‘Will persevere until the evil is abated. AS was to have been e: ted, the incen- diary address of General John S. Preston at the University of Virginia, in- which he char- acterizes the suppression of the rebellion as “the most unnatural erime God has per- mitted man to perpetrate.” and says our country is now “theskeleton of nations,” but that “our children must be free,” has called @ut much excited comment. It would be unfair, however, to hold the whole South responsible for the intemperate utterances of this crazy South Carolinian. Hisexpressions are repudiated by every Southern paper on our exchange list, sofar as we have seen, and the New York Tribune states that earnest appeals were sent to It by telegraph from the University not to print the address, on the round that it was on all hands disapproved and deplored, and ought not to have the Cirele of its mischievous influence widened by publication. It is not so easy, however, to suppress such mischievous utterances, and we have no doubt these wild sayings of General Preston will figure largely in cam- paign documents and campaign speeches, to “fire the northern heart” at the next national election. The untortunate affair should at Jeast serve to teach college authorities, and others, to exercise some diseretion in the choice of speakers at their santyersacies. a The New York Graphic thinks. there is great danger that the Beecher trial will in- augurate lawirssness in retaliation for sex- ual offences, and that men whose wives or sisters have been debauched will, instead of calling a jury of twelve, take the law into their own hands. It says in this connection: “There is no doubt that if, even so late as & year ago, Theodore Tilton had walked into the pulpit of Plymouth chureh and shot Mr. Beecher dead before the congregation, and then exhibited the testimony which he’ pos- sessed, the whole world would have justifica the deed, Plymouth church would have gone to pieces or experienced religion, and Tiiton would long ago have been reinstated in the esteem of the entire country. His present position is the penalty of eccentric generosi- ty, and it ix a warning to all other men not to try it. Hereafter—we regret the concla- Sion, but it is inevitable—jaries will be less resorted to and revolvers more. Assassina- tion will take the place of litigation; for the chance of a verdict, Pon saree if the alleged adulterer be a man of decent repute, has been fendered infinitely small. Whether powder @ safe arbiter may well be doubted, but its therity bi: we fear.once more been es- tablished. Xisted in acd good old times of Dan Sickles and Le. ——— eee A correspondent writes to the Baltimore Papers to say that Keely, “the new motor man,” doesn’t deserve the credit of diseov- ering that power can be generated from ear- bolic acii, and that in 155s a steam-engine was driven by this agent in Baltimore, the inventor being a Russian named Salomon. He gives the particulars of the exhibiti and says it was a success. A correspondent of a scientific turn professes to have wit- nessed an exhibition of Keely’s machine lately, and states that subsequently he vis- distinguished saya: said that Keely’s motor must be earboline. He pro- anced a jet of that vapor, bat the corres- pondent asserted that it was quite unlike Keely’s vapor, which was plea: t to the touch and had a smell about it very diifer- ent from the professor's. The professor also told him that the carboline he produced was incapable of condensation by simple expan- sion. The Keely vapor, it is claimed, can be converted into water, and in that important particular differs widely from the rofessor's. The combined debt and annual t axation of New York aggregate the enormous sum of $214 a head for every man, woman, and cnild in the city —thrice as great as any other city in the w day or other we expect to see the New 4 rk papers take up the sub- Jeet of home mui reform. For the present they are occupiet with the matier of reforming the rest of manki The eclebration of the Fourth of July in New York is equivalent in resutts to asmali battle. On Sunday last, in New York, ten persons were killet aud wounded by the reckless use of explosives, and on Monday the list of casualties footed up thirty-seven.
