Editor Star: A wordy dema\ ue, With his gong of sounding brass, } host of un- thinking persons to the White House and summons the President to listen to their de- mand. Whatisit? That he shall interfere between them and the District government ina matter of debt! that he shall decide them to be creditors, spite of denial, and order them paid out of a treasury over which he has no control, and shall threaten the Commis- sioners with removal if they do not obey the order!! Such ademand implies that the man who made it thinks there is no law but the executive will; that the President is more autocratic than the Czarof Russia; that he ts judge chancellor, Board of Audit, Congress, and President, all in one, with the army to enforce his orde: sident tohave listened to sueh knowledge of its nature would have been a violation of the roprieties of his position; and he, therefore, begged to be excused. And next come Mr. Bamburger and others, who complain of injuries to them and their property from the action of the Baltimore and Potomae Railroad Company; and they ask the intervention of the District Commis- stoners. What intervention? The most ob- vious relief is to deprive the railroad com- pany of its use of the streets. Is the Distriet government to order the tracks to be taken up in the city and the depot to be removed to the city boundary? But the right of way is held by the company under an act of Con- gress. Can the Commissioners repeal that? Is their power higher than that of the na- tion? Another mode of relief is by awarding damages for injuries done. Is this what Mr. Bamburger wants the Commissioners to «le But the Commissioners are not courts; they cannot try the cases in a lump or separately. flows 3 are not @ jury, and cannot render a verdict for damages. Let Mr. Bamburger fee the able attorneys who have been consulted, and they will put his case in shape for the courts. The third mode of relief is by fines for vio- lation of local laws. These can be imposed by the Police Court only. Does Mr. burger desire the Commissioners to order the Police Court to impose them? and with or without informations? Are the Commis- sioners to go nally to the Police Court and swear out warrants against all persons who violate the local laws? or, are they to favor Mr. Bamburger in that way? This is what Mr. B. wants, without perhaps knuow- ing what be does want. th the President and Commissioners are right in not seeking to ify their offices beyond the law, in refusing to intermeddle with matters of which the law has given them po ge and to usurp the functions juries and police. This careful ad- herence to law is a good sign of the time: and it is a bad sign when any number of cit- izens ask the authorities to override law and practice despotism. REPUBLICAN.
