The plan of District government propore’d by the joint special committee of Congress has Deen discussed in an off hand way by the daily | pressof the country; and the more deliberate comments of the week!y press and the monthly magazines are now comingto hand. In the last number of Jarper's Weekly @ pretty long edi- torial is devoted to the matter. The editor an- alyzes the proposed plan, as illustrate] in the Senate debate, and deducts therefrom the | Proposition that local self-government is as much forbidden by the Constitation iteelf to tne | inbabitants of the District of Columbia asi" isto | the Inbabitacts of any fort or national bailding | er inclosure. He goes on to say :—“‘ Until the year 1807 the government of the District was | exercised b, Congress through commissioners, | nor were the constitutional rights of the people | violated. As Mr. Morrill, of Maine, truly said. | “the question was and is one of expediency. In- | deed, the Sapreme Court bas decided that every | legislative act in the District is necessarily na- tional, for, under the Constitution, there is no | focal authority in the ordinary sense. The rea- fon was shown by Mr. Thurman. It is that | there may never be the p lity of = juris- diction that might be arrayed against the ma- | tional goverument. Moreover, the larger part | of the property in the Distric: is owned by the national government, so that Congress, in gov- erping it, is governing the common domain and property. There is therefore no constitational right to local eelf-government in the District. ‘The vital and essentis! value of that right any- where is the power of legislation either di- reetly or by representation, the Consti- tntion expressly withholds that power from the District, and gives to Congress authority ‘to | exercise exclusive legislation in all cases what- | seever.” It is @ mere question of expediency | how that authority shall be exercised.’ In regard to the argument by Senator Bay- | ard that much, if not all the trouble in the District was due to “the curse of negro suf- | frage.” the editor thinks it is not negro saf- | frage, but ignorant suffrage which is danger- | ous, and cails Senator Bayard’s attention to the point that in 1557, under the supremacy of his party, ‘‘not only were the colored children of the District unta ght, but half of the white children were without edacation.” Sumeing up the whole matter the Weekly melades “Now, that the recent system has failed in the District, it is certainly wise to try the plan of concentrated responsibility proposed by the committee. It must be assumed that the cam- mittee has consulted intelligent persons of all Parties, and thst its recommendations are the Fesult of careful observation and of various ex- perience. That vigilant sentinel on the watch- tower of liberty, Mr. Thurman, saw the deep soonarchical design in the word ‘Regents,’ by which the new execative board was described. and moved tosudstitute commissioners, begging Mr. Morrill pot to think the motion demagogi- juncombe. Why did Mr. Thurmen think that it would be so interpreted ‘Fae jady doth protest too much, methinks.’ Th experiment in the District, which is politically a whol! ‘onal place, will be very valua- pg light upon the comparative ex- cellence of av appointive system. One great il of our jocal governments everywhere is the great pumber of elective officers; and although the constitutional conditions in the District of Columbia are essentially diferent from those of & seit governing community, the new system canuot iail to be instructive.” It will be noticed as a material point of inter- est to our tax-psyers, that wherever, as in the above, the onasof the government of the Dis- trict is placed directly upon Congress. the ar- gument is accompanied by the direct recogei- tion of the fact that “the larger part of the property cf the District isowned by the tiopal government,” and that therefore the eral government is responsible for an equivalent Proportion of the expenses of the District to the Smount of property itowns. On the contrary, the doctrine of a ipcal self-government for this District is based directly upon the theory that | Congress declines to recognize any responsi- bility om account of government property in Washington, any more than it does for the ex- penses cf any city in which it has castom- house @ court houee ur other government p-op- erty. Upon this theory Congress would readily | concede us self-government, suffrage, and ail that; and at the same time throw upon us the whole burden of the expense of rauning the “self-government” machi ne. a bright little home dramas, entitled “Oar Little Mischief,” written for the Star by a | Popular New England lady writer, will ba | found in another part of the paper. | The Price of Coat Mast Come Down. ‘The Pennsylvania coal combination, although successful in their attempt to fix the rates of wages ard regulate the price of coal in 1574, find | themseives atthe end of the year worse off, in prospective, than if they had not attempted to control the laws of supply and demand. Nocombination is strong enough to prevent thisvast asutity from bearing the market. With euch a stock seeking sale, and | with the clamorous demand ef the depressed manufacturing interest for cheap fuel, and the | protest of the public against the high prices pre- vailipg, it is inevitable that a breakdown should eceur. The programme of the operators is to cease mining until the stock canbe worked off. In this way they hope to protect from loss the holders of stock by maintaining eld prices @ longer, and in the mean tims they in- tend to put down wages at the cost of a Strike if necessary, and hope to obtain con. siderably lower rates from all the railroads.
