JOY BDEON, "Tom. ‘The Branch correspondent of the » (>> PaeE DisrENsany Of the instructions to Secretary Belknap and the letter of Attorney Genera! Wiiliams, Presi- | Gent Grant bas expressed the apprehension that bis position in relation to the southern disturb- ances may be misunderstood. He denies that the Attor- mey General possesses any aathority beyond this, and repudiates the idea of the use of federal troops in any state pending the elec- tons. ules their services are absolutely neces- | to the preservation of the peace, and then only within the limits of the Constitation and the law } York Herald writes that simce the publication | } ste]e- ‘The Capitel, without the formality of being | interviewed, gives its views off-hand in regard | to our futare municipality. [t says: “We are now possessed of the best form of | u government under the constitution that can be i$ giyen the District of Columbia. That much- abused and often-amended instrament makes | era by the government of the United States the gov- ernment of the District, and the fathers who framed the charter, and the earlier law-makers | who organized under it, gave the District pre- Geely what we have now: a commission ap- od by the President and confirmed by the of the United States. This is the safest | and best form for us. Congress enacts oar | the President executes them, while the judi- — of the general _—— punishes | doers for their viol ay is the constitution of the United States as constreed by the Supreme Conrt, and there is Bo escape save by further amen — s*¢ ‘The corner groceries here are hungry. They | long for a return to the public crib. They clamor for somebody to elect, as they will then e somebody te pay them. They cry aloud against the despotism that prohibits amen vot- | ing for a constable or councilman. For less than this William Tell shot early pippins from youthful beads and sent arrows to the hearts of tyrants. The corner-groceries areerect. Their red-noeed and black-faced adherentaare shont- | ing the battle cry of freedow, “Give ua plun- der or give us death.” And so the politicians weaken, sud compromises are talked of, which | probably Congress will carry into effect. Our More thoughtful and responsibie citizens had better look to it. Let us keep things as they are and we will be cate.” On the other hand, Forwey’s Sunday Chronicle is out hotly against the Commissionership form of government, though oppesing, with the Capi- fal, “the folly of suffrage.” It eays in this con- fection: “The committee b therefore, decided to recommend that the busisessof the District ehall, by law, be vested in the departmets of the government appropriate to the nature of the business required to be attended to, the whole sutject to be under the direction of Gon- greres through a District biil each year. It Would seem that under such a » Operating under the machinery to be provi by the re- port, all financial #ffairs of the District will be under the direction of the Secretary of the Treasury; that the judicial business of the Dis- trict will be under the Department of Justice, | and that improvements, &c., will be made | under the direction and responsibility of either | the Interior Department or the War Depart- | ment, with its engineer. The — or rather the folly, of suffrage will be ‘ated, except- ing s0 fat as probably to. allow the people to choose a bosrd of appraisers or appeal to de- | cide questions of aseesement and taxes, but thi point bas not been finally determined. The | other festures named are pretty generally sgreed upon. This we have trom one of the active members of the committee—a Senator who bas slways taken the most lively and earn- est interest in our welfare, and, we are ha; © say, whese conclusions on all questions are generally 0 acceptable to Congre: ——sase-> Present appearances indicate that Hon. B. @. Harris will not be successful in his aspirations | for the democratic nomination for Congresa in the Sth Maryland district. At the primary meetings on Saturday, we understand, that Leonardtown district, his own home, went against him by a vote of two to one. Charlotte Hall district also went against him, and in favor of Jamieson, who will probably be the | lucky man on the democratic side. On the re- | publican side, we are informed, Colonel 8. T. Suit conddently expects the nomination, and feels certain of bis election if nominated, seen. Mr. George F. Hoar has consented to stand for a re-election to Congress in the Worcester district, but it seems a matter of some doubt whether be can be elected, in view of Gen. Butler's ferocious enmity, and the | pretty large following Butler has in that dis- | triet who may be counted on to vote against | Hoar. Mr. Hoar’s majority im 1572 was 6,109, and iast year the democrats carried the district, in the vote for Governor, by 1 ees According to some sof the Onto papers there is trouble ahead for Gen. Garfield in his district, thovgh it is strong!y republican and he has re- ceived the regular nomination. A dispatch to the Cleveland Herald says: “Forsome time a rumor has been prevalent that the anti-Garficld men of this district pro- | ove holding & bolters’ convention, and take sueh action as they consider advisable in the approaching conte st. Their cry is ‘anything to beat Gartic Within a day or two the project seems tohave taken definite form, and a call, said to have the support of at Jeast fifteen hun- dred republicans opposed to the reelection of Gen. Garfield, is to be issued for a convention, to be beld im the city of Warren, September | 10th. 8 some exciting topic for the wspaper men. The Beecher sensation bas bardiy paled out, and yet the | New York papers are rushing madly tuto the Giscussion of Darwin's theory of the origin of man and the question whether Bacon wrote | Shakespeare’s pisys. Onur well-condacted cotemporary, Tic Critic, bas reached its seventh year. We are glad to note its success, both on account of the courtesy | and enterprise of its proprietors, and as an | illustration of the growing importance of the evening press of the country. Between Henry Ward Beecher having to | explain all bis letters confessing his guilt, and his numerous brothers and sisters having to explain all their letters conceding his guilt, the universal Beecher family are called upon to spend a good deal of ink, of late.
