Stanton in relation to the police, as promulgated to-day, is as itis my opinton that section second of the act of Congress approved June 20, i574, does not reduce the compensation of th bers of the Metropolitan police for: the indebtedness due from the District to the members of the force is payable out of the ap- propriation of $1,300,000 made by the act of Congress approved June 23d, 1574.” THE TRACKERS’ PAY im arrears since February last, will, it is now promised, be forthcoming early next week. On inquiry this morning at the Auditor's office it was ascertained that the Auditor took up firat the pay accounts of the teachers, intending that they should receive the benefit of their money during vacation, but his well meant in- tentions were frustrated by the fact that the jate treasurer of the Washington schoo! board, , Cowan, had made a requisition and received over 25.00 of the money, as at appears by the books, for the teachers’ salaries for the month of March last. ‘The pay rotis as now presented to the Auditor eal! for 7,000 due on om acconnt of teachers’ salaries for last March. The Auditor not being abls to reconcile these SS requisitions for the sane month, would not audit the » ries, and therefore the teachers have not beon paid. Tbus it appears, at least uutil the mat- ter can be explained, that the requisition drawn for money to pay teachers’ salaries for last Mareh was notexpended for that purpose. As the matter will be investigated probabiy by the sehool trustees, we await turther developments. ‘The law requires the treasurer of the public schools to make @ \uarteriy report to the board of the state of his accounts, and, it is alleged, that not more than three or four reports have been made during the late treasurer's term of fervice, extending over three years. it further appears that this March requisition for teachers’ salaries waa for over $9,00 which not juite $6,000 was paid to Mr. Cowan, as treasurer of the public scheols, whese si; ture is appended. It was approved April : isv4, by A. Hart and E. F. French, of the co: mittee on accourts of school board. The com- mittee on accounts consists of four members, one from each schcol district. The requisition to be legal should have been signed by a ma- jority of the committee. Messrs. K. B. Dietrick: and W. H. Wright are the other members of the committee, neither of whose signatures ap- pear on the requisition. TEE CORCORAN SQUARR MARKT. The committee of thirty-seven, appointed at the large mass meeting held on Thursday of Jast week in favor of the immediate building of the Corcoran Square market, waited upon the | District Commissioners to-day, at twelve o'clock, and were cordially received, their statements listened to with mark: tention by Governor Dennison and Mr. Keteham. R. M. Hall, esq., chairman, read the resolutions adopted at the mass meeting, and also presented & handsomely prepared map the northwestern aud northeaste Portions of the c.'ty bordering on and to be ben- efitted by the erection of the market on Cor- coran stare. He urged with earnestness the importance and propriety of going on with the work, and stated that the value of the lard in mediate vicinity had been erhanced from one dollar to two or three per foot by the pas- sage of the inw tor the purchase of the site aud the erection of the market-house thereon. Gen. ©. O. Howard stated that about one thousand people im his immediate neighborhood ( How- University Hil!) would be greatly accom- ted and benefitted by the market on Co: coran square. He bad but a small interest per- sonally. but a large interest for the commanity. Mr. KR. W. Fenwick presented a petition signed by over a thousand persons respectfully urging that the law be executed and the market-house built without further delay. Mr. Fenwick said he had examined all the laws onthe question, and had the authorities with him toshow that the people bad a right to request the Cemmis- sioners to go forward with the work. He urged that this was a market-house belonging to the people, and the ri wo and 4 at- S years—the ‘mit of the bonds. He argued that the people ought to own the markets, as by that means prices could be regulated. and @ saving im expenses of living effected. Mr. S. K. Bond, one of the market commission- ers, and Thomas Lewis, contractor, were present by invitation of the committee of thir- ty-seven, and explained ail the facts to the Dis- trict Commissioners. Judge Ingersoll, of Lil- nols, said he had, on the good faith of the city that the market would be erected on Corcoran square, after the law had been passed, bought a be yf property On 7th street, and many others done so, and now to stop the work would «ause him and others great lose; that his aesess- ments bad been twice as much since the law was passed aa before its passage, and that the reve- hues of the city had been greatly added to in this manner, and therefore public policy, as well as other reasons, demanded the work to bs proceeded with. Captain Edward Lynch, of Georgetown, D. G. The boats built on an entirely new model from any yet built, and are d as an ex- periment in steam navigation on the O. & U. canal. The captain was an engineer in the United States service for a num- ber of years.
