Largest Circulation in the District Beading Matter on Every Page WASHINGTON CITY: | FRIDAY. Jaly 31, 1874, The Star by Mail. Persons leaving the city for the sammer. or any portion of it, may have Ta Stax sent to their address for such time as they desire, at the rate of fifty cents per month. Orders, ac- companied by the money, should be sent to the business office of the paper. j Where to Advertise. | Tae Stax has now a circulation very much larger than that of all the other city papers combined, reaching every household in the District and a wide range outside. The result is that Tas Stan affords unsurpassed advan- | tages as a medium of commucication between all classes of the community, in the way of the adjestment of demand ie supply. ‘The Crop ‘Prospects. The monthly report of the Commissioner of Agriculture for July, just out, is, in the main, & Very encouraging exhibit of the crop prospects Of the country. There isan increase in the corn area of 2,000,000 acres, the percentage of in- crease being the largest in thesouth. The con- | dition of corn is generally good in the west, but elsewhere variable. The only states reporting | average condition, or above Massachasetts @f the eastern states, Peunsylvania oft the mid- dle states, Maryland, South Carolina, Georgia, Florida and Texas of the southern states, and the western states, except Minnesota, reporting ninety-four, and California and Oregon. In | eleven states the condition of the crop is above the average. The average condition of winter | wheat isreported at 104. Spring wheat shows an | average of 6. The cotton-planters report anim- | provement in the condition of the plant inevery | state. The percentages of average condition | are generally considerably higher than in June. ‘The average condition of the oats crop is 90, the maximum being, in Nebraska, 115, and the min- | imum, in Kentucky, 54. Winter rye ts full av- erage, or above, in most of the states, and very | 3 nearly average in several others. Barley and | potatoes promise weil. Gloomy reports of the | tobacco crop are received. The severe drought prevailing in sections specially devoted to to- bacco culture, together with the destruction of plants by insects, has reduced the acreage in | this crop to less than half of that of 1873. Tne only tobacco state showing an increased acre- age is Maryland, 109. The heaviest reduction 1s found in Kentucky, which retarns an acreage of but 26 per cent. of the previous year. It seems rofficiently clear that in the most hope- | ful aspects of the case the aggregate yield will be much less than half of last year’s, even if the conditions of growth should be most favorable for the remainder of the season. cultivating sugar cane report an increased ay- erage of from one to ten per cent. A few of the states bave increased the average of sorg- bum. — = A commission of the Entish Parliament has been in eession for some time for the purpose of inquiring Into the practical workings of the adulteration act, which makes the sale of any adulterated article as pure punishable by a fine on proef of the adulteration. It also provides that a}! mixed articles, such as cocoa, mustard, &e., should be duly labelled by the manufac- turer setting forth the fact of a mixture on each package. The traders fought this act for some time, but without avail, and as a number of convictiors have occurred the effect has been salutary. It ie stated that whenever a seizure of adulterated articles occurs, the owners have the privilege of shipping the same to the United | States. The English investigation shows that tea is largely adulterated with iron filings and re-dried tea leaves. It is also colored or “faced” by placing low grades of ordinary tea in cylin- ders under steam, with a certain quanti- ty of carbonate of magnesia, Dutch pink, and Prussian biue. Most of this “facing” is said to be done by English dealers. One of the analysts of the commissicn said in | reference to wines that sherry is usually adal- terated with sulphuric ether; that potato spirit | is largely added, and that its effect is most in- | jurious. Wing and spirits contained large quantities ef fail! oil, French treacle or brandy, which is often nothing more than beetroot spi- rit, colored and flavored so as to puzzle a chem- ist to discover a cheat. As yet beer 1s compara- tively pure there. Since the passage of the adulteration act the quality of London milk has ty improved, probably because of the fact en & milkman is convicted his name is | publicly advertised. {t is a pity that we cannot bave « law similar to the English act. The whole system of adulteration is a gigantic swindle on consumers, but this is the least se- tious part of the matter. Could the public but know the per cent. of mortality actually attrib- utable to these adulterations, there would be no | time lost in passing the necessary enactments. igen ‘This must be a bad week for insurance com- panies. Mention has been made in Tue Star of the sudden coliapee of the People’s Fire In- | surance Company of Philadelphia, in conse- quence of the running off of the manager, Harrison Prindle, with most of the assets. | News now comes that the Security Insurance | Company of the same city closed its doors and suspended operations on Wednesday. This was comparatively a new concern, and did business in a marble front palace, magnificently fitted Bp. It cost $30,000 to provide the furniture, which was of solid walnat, and to secare the | large fire-proof safe, which was of a most cost- | ly character. Very imposing, but didn’t add | much to the “security.” In the supreme court, Brooklyn, N.Y., Tuesday, Mr. Chauncey Shaf- fer, on behalf of a stockholder and ex-secretary | of the Asbury Mutual Life Insarance Com- pany, obtained a rule against the company from Judge Pratt, to show cause why a re- ceiver should not be appointed to wind up their | affairs. An ad interim injunction was granted. | Isaac A. Stiles, general agent, secretary or ac- | tuary of the company from its organization to January 1, 1573, upon oath says its principal assets were $125,000 of United States bonds, and that much of the other assets were made up of fictitious book credits, discounted agents’ notes, | borrowed, discounted, and after annual state. | mente made, returned, and bonds and mortgages Of which the official reports make no no record. Although the boy with the gypsies on at Ham. burg, Pa., turned out not to be the abducted Ross child, yet these vagabonds are known to possess the kidnapping proclivities of their an- cestors, and not only rob hen-roosts, but actually steal children, if they can do so with profit to themselves and a moverate assuraace of safety. A group ef pseudo gypsies on the stage, dressed | im picturesque costume and lounging about with a fre in the back-ground, over which a Diack kettle is suspended, is a very pretty epec- tacle, and when to this is added Meg Merrilles, with disheveled hair and glaring eyes, bound- ing in with a jagged staff in ber hand, pablic eémiration for the picture isenbanced. But your genuine gypsey is ® vagabond, and neces- sarily athief. If they pick up a little money by sending out the old hags ot their gangs to im- pose on credulous females by “telling them ‘their fortunes.” they are none the less robbers. ‘The fact is, they ought not to be tolerated in apy enlightened community, but should be made to “move on” and keep moving until they conclude to go to work like honest people. = ‘They shold im ail cases be treated as vagrants, and as such sent to the workhoase, and the owners of property on which they squat should never fail to take action against them as tres- — seo- A defeat to our troops serving in western ‘Texas is reported from Galveston.
