Mr. Bowditch | said “that people who had ireckles, etc., w.shed them lete out of the pictare. Photographers | Were foo much inclined to humor them to the disadvantsge of the art, They ought not to | spoil the beautiful art by euch a course. First, make a gocd negative, and not spoil the nega- tive by retouching.” Another speaker denounced “ byrnished pic- tures es the greatest humbug extcnt. The | enamel or giaze did not last six months.” The question wes then put: “Are we josified in making glazed pictures * The speaker an- swered that they were, “ but it was not high | Work, ard it was not creditable to them.” Mr. Loomis, of Boston, made some remarks ‘‘on the dignity of the profession.” He said that the painstaking and competent artist was | the man who succeeded, and it was not done by underbidding and geting on the best avenues, but by doing the best work. | Mr. Heugh, of New York, thought that the bnowledge of what a picture was, should come before the knowledge of howto make it. If | this point was forced upon their succecsors they | would probably be better artists. Caricatures were made by exaggerating individual char- | acteristics. They should first have a high ideal, and not go beyond it to get the first effects. Mr. Lamson, of Portland, Me., said that ar- tists should try to get good negatives at the first or second sittings, “because people very seldom retained a pleasant expression after- | rds." And then President Bogardus went nm to disclose some of the secrets of making | good pictures. For instance, he mate little men look big, and big women look small, ‘ which | always pleased them.” | Tne new French postal treaty, which goes Into operation on the first of next month, and which has been in process of negotiation for several years past, ig much more favorable in | its provisions than our old arrangement for | communication with France. The French gov- | ernment, which makes its postal service a source of revenue, for a long time insisted upon | @ high rate of postage, a proposition to which | our government could not agree, for the reason that it bas become committed to the principle | that the people shall have the largest facilities for communication with one another by means Of written correspondence at the least possible cost. The United States for a long time insisted that the rate on a single letter should be eight cents, while the diplomatic representatives of France as strenuously demanded ten. The con- tracting parties finally compromised on nme cents, with a corresponding reduction on other mail matter. Baltimore has a case of imaginative hydro- ptobia which is exciting considerable interest Among the médical men. A young man who has been ill for some time past at the Maryland University hospital recen exhibited many symptoms of hydrophobia. He had frequentcon- vulsions during which he would bite his pillow Snd at times was greatly distressed at the sight Of water. He imagined himeeif aitiicted with by- drophot ia, and stated that ten years ago he was bitten by adog. A consultation of physicians has been held, and all agree that the case fs one of spurions hydrophobia brought on by the fears of the patient. The attendant physician isof the opinion that the caves of the patient’s aftiiction is some undeveloped affection of the brain. At any rate the doctors are puzzled over the case. s20e- Referring to the ramored reigustion of Vice President Wilson, many of the newspapers have very knowingly ssse1.cd that if such resignation should occur, it would be the first time in the history of the goverament that the Vice Pre-ident’s chair had been vacated by rs gnation, Such, however, would not be the frst vacancy by resignation. In 1832 John C. Calboun resigned the office of Vice President of the United States having been elected a member of the United States Senate upon the retirement of Gov. Hayne, who bad been elected governor of South Carolina ground, but the buildings destroyed were mostly of # cheap and inferior character. This isa collection in book form of a series of personal reminiseences by ex-Senator Foote, published originally in the Washington Ch:-on- icle. FBeminiscences of this kind are always at- tractive, when the persons written about are of prominence, and the writer has good desc tip- tional powers, and personal knowledge of what he writes. All these conditions are supplied in this case, and the result isa volume that is not only exceedingly interesting reading, but which furnishes a very decided addition to our stock of biographical and historical knowledge.
