Largest Circulation in the District Beading Matter on Every Page WASHINGTON OITY; | THURSDAY...............Mmy 14, 1974. | Ons New York City Bankrupt! ‘The independent press have been giving so much volanteer attention to the aff-irs of our | little District of Columbia that their home m: nictpal affairs have been going to the dogs with- out attracting the attention of these vigilant guardians of the public interests. The New York Tribune ts now alarmed to discover that the net debt of that city has increased 839,298,431 im three years, and ejaculates that the steady, uninterrupted increase of the debt must be stopped, or bankruptcy will before many years stare them in the face. There were issued inthe month of A pril bonds to the amount of $4,595,050, and among the items are $5,009 for repairs of Sewers, and an equal amount for repairs of pub- lie sehcol buildings. It is a disgrace, the editor Says, that the great city of New York can- | ot spend $5,000 for repairing sewers, or a | public school building, without issuing bonds. | ‘There is $199,500 for Croton water, $115,000 for docks aud s!ips, $25,000 for Boulevard, $100,000 for park improvements, $105,000 for street im- Provements, and $75,000 for vacated assess- | ments; & total of £610,500 for these parposes, and all inone month. And these improvements, | and this rate of debt increase, have been going | ‘on for years, and years on years will elapse be- | fore the improvements are finished, whatever | may happen in the meantime to the debt. The policy of expending money at the rate of 4g | per cent. on the assessed valuation and raising from taxes, assessments and other sources, but 3% per cent. is ruinous. Economy, indeed, is never out of place, the Tridune adds, but it is | too late for economy to redeem the past. The | choice held out to the citizens of New York is | toethense heavy taxation or the inevitable bankruptcy of | their municipal government. | It certainly seems to us that New York should be Congressionally investigated. —__+<0e-- In view of the threatened ice famine (by the Gealers) the New York papers are discussing bow to eke out the supply, and considerable is ‘said as to the amount wasted in the courss of a season. It is estimated that at least one-third in amount of the ice annaally used is wasted. Probably as far south as Washington the pro. portion wasted is yet higher. It isthe habit of the ice men to dump ice like so ich coal, at the doors of customers, and nothing is more common than tosee blocks of ice thus deposited melting away on the doorsteps and pavements; and such carelessness is displayed by servants that frequently the puddles of water extend quite across the footwalk, before ths ice ts taken in. And the remnant that is saved is subjected to the same waste when within the house. In- | stead of being placed in the refrigerators to be | Preserved for cooling water, it is broken into | small lumps and dropped into pitchers to ba | speedily melted, or it is frittered away still | more rapidly by breaking it into fine pieces and | Serving it on plates.
