The National Patent Convention, which meets in this city next week, will probably be attended by a large number of persons interest- ed in patents. The convention is the result of the International Patent Congress, held at Vienna in August last, and w ye the first over held in the United States. Thus, while the debt bas been unlawfully increased, the state's pledge to ‘keep sacred the trusts re- posed in it has been violated, and the legisla- ture and the state officers have mistaken their functions or wilfuliy usurped powers that were never before contemplated. = ‘The Supreme Court of the Uuited States has just rendered a decision contirming the validity of a large amount of {ilinois registered town bonds, issued in aidof the Lilinots Grand Trunk railroad. The town attempted to avoid the in- terest on the bonds, alleging that they were illegally issued. The b: of the decision ot the court was that no irregularity precedent to issue, not even fraud on the part of the agents of the town, can vitiate the bonds in the hands £ an innocent holder. The court applies the same rules to these bonds a: are applied to commercial paper.
