StRam Boirer ExrLosions.—The President yesterday sent to both houses of Congress the reportof the commision appointed under the act to authorize inquiries into the causes of steam boiler explosions. The report, after giv- ing av account of certain experiments, and the means used for these purposes, says the can- clusions drawn therefrom will be furnished in the final report. About fifty thousand dollars of the appropriation, which was $100,000, have thus far been paid out in the purchase of boil- ers, machinery and materials, and in erecting suitable buildings, bomb-proofs, &c., required to carry out the experiments. Toe Woman Qvestion,—A memorial was filed in the House to-day by Mr. Shanks, from the Indianapolis Women’s Suffrage Association, in opposition to tht repeal by Congress of the right of female suffrage in the territories. The Chief Justiceship Agony Over. The nomination of Hon. Caleb Cashing to be Chief Justice was a surprise, and yet not a sur- prise, since his name was mentioned promi- nently even before the name of Attorney Gen- eral Williams was sent in to the Senate, and it was stated that, after Senator Conkling, Mr. Cushing was the Presitent’s choice. The nomination of Attorney General Wiltiam: however, caused Mr. Oushing’s name to be sight of, and after the withdrawal of the nam. ot Mr. Williams ramor was busy with the names of Morton, Waite, and Poland. When General Babcock entered the Senate Chamber to-day to make his usual laconic speech, ‘a message from the President in writing,” every eye was turned upon him, for it was generally believed that the packet he held in his hand con- tained the nomination for Chief Justice. Senator Conkling who sits next the middle isle intercepted the messenger on his way to the desk, and taking the list of nominations from him hurriedly glanced over them, ex- claiming in a tone loud enough io be heard in the gailaries “C ustice!” At this a large number of Senators jumped from their seats and gathered about him, and in a moment the name of “Caleb Cushing” was audibly whispered from Senator to Senator on the tloor. Senator Thurman remained in animated conversation with Senator Conkling for some time; Senators Sumner and Boutweli had their heads together, and the unusual hum of conversation on the floor indicated that the nomination cansed quite asensation. The impression at the Capi- tol was that Mr. Cushing would be contirme without any opposition to speak of—possibly in executive session this afternoon, BrsHor CANNon, Delegate from Utah, was before the House Committee on Territories, this morning in opposition to the bili introduced in the House by Mr. McKee, providing for sweep- ing reforms in the judicial system of that terri- tory. Survey oF Tue Nowra Pactrtc.—Commo. dore Ammen, chiet of the bureau of naviga- tion, has written a letter to the Honse Commit- tee on Appropriations urging that the survey ot the north Pacific ocean be continued, and that an appropriation for the purpose be made by Congress. He claims that it is necessary for the safety of our present commerce, and should be regarded as particularly belonging to as, in the common endeavor of all the great nations todo their part in the work of lessening the dangers of the sea. Heretofore the vessel as ~igned to this service has been the Portsmouth, which the Commodore thinks is too large, and ggests that a smaller one be built for this spe- | service. It is be- lieved the bill heretofore perfected will be ma terially amended, and while a bill will probably be reported to the House providing a means oi Pape eryers § public documents, it will be guarded with every possible precautien, tending to check any abuses which might arise by the artial restoration of the Congressional trank ‘he committee are considering several propo- sitions to meet the contingency, and will renew the consideration of the subject at their meet- ing on Tuesday next. ‘THE ANTI-PoLYGAMY BiLt.—The dill intro duced in the Senate by Mr. Sargent for the protection of society in Utab, provides that any woman now holding the relation of spouse or consort, and not a lawful wife to any man who cobabits with another woman as his wife, spouse, or consort, may file @ petition in the United States district court to be dischar, from such relation, and shall be adjudged dis- charged therefrom, and be given the custody of her minor children and such portions of prop- erty asare equitable. The bill declares that no alien practicing polygamy shall be entitled to citizenship, yote, or hold office. It further pro- vides for uniform ballots, and prohibits any fig- ure or device thereon. ‘It also prohibits any persons except citizens from voting, but leaves woman suffrage in Utah untouched, only pro- tecting it by making the ballot secret. Mk. SUMNER AND THE WoMAN QvEsTION.— Senator Sumner declines to insert the little word sex in his civil rights bill. On the 15th ult., Mrs. Belva A.
