Elsewhere will be found an expression of the views of Secretary Fish upon the seizure of the Virginfus by the Spanish authorities, and the batebery of four persons found in the vessel. The Secretary pomts out the dif- ficulties in the way cf definite action until the authoritative facts are obtained; but in the meantime the Madrid government at the request of our government has issued peremptory orders for a stay of proceed- ings in the case of the other prisoners taken the Virginius. Secretary Fish, in saying that the trouble in dealing with Cuban matters not with the Madrid government, but with Spanish volunteers of Cuba, states what will recognized as an unmistakable fact by all have visited Havana. These ‘‘voinnteers” are the real TLey consist of wealthy Spanish-Cubans, Laving for their seat of rule the Casino Ciub room. This club passes upon all decrees issued in regard to Cuban affairs by the Madrid gov- erpment, and rejects or endorses according its will. These Spanish-Cu! om vol hi been at issue with the hom the emancipation project. They are the ime ecracy of the island, and are interested in hav- ing slavery maintained. For this reason they really favor having the rebellion maintained, be- canse the Spanish decree of emancipation does not go into effect until the rebellion is suppressed. ‘Their aim is, therefore, to have the rebellion kept up toa certain bat not dangerous extent; and were it put down they would manage to Lave the embers kept alive in order to stave off the decree of emancipation.
