The President and the Legal Tender Reserves, The President arrived here this morning to find hims-if wholly misrepresented by the news- paper dispatches in regard to his conference in New York with the brokers and merchants. The constitationality of the action asked for was not involved, and the constitution was not mentioned by the President, nor by any one in Bis presen: as standing In the way of the course suggested. What he did say was that what they asked of him, ¢. ¢. the transfer of the legal tender reserves of the Treasury to tho banks, was clearly 9 violatian af law; and that they desired bim to vidlate lar for the proteo- tiom of inflated interests, while the legitimate business interests of the country not only did not ask, but m fact protested against that tind go to the fullest possi- se of the resources of the ne legitimate business and Treasury to prot commercial interests. He has therefore directed Assistant ‘Treasurer Hillhouse, New York, through the Secretary of the Treasury not only to accept offers Is to the extent of what remains of the ten millions not taken on Satur- ay, but to take all that are offered at par in gold,or the average price obtained in currency on Saturda: The Financial Storm. ‘The intervention of the Sabbath has given a falutary opportunity for breathing time and a cooling off process im the wild financial excite- ment of the last few days. The main force of the storm is still contined to New York, though other local sympathize toa certain extent with the disturbances in the financial atmos- phere of the great commercial city. It is a re- assuring fact, demonstrated throughout the panic, that the mercantile interests and the banks that have confined their operations to legitimate banking are not crippled by the storm, and that it a‘fects mainly the business houses who have gone into stock-gambling or Tash speculations in doubtful securities. There fa no good reason why it should eatend beyond the Wall street stock gamblers, and the lame Cucks who have got crushed in attempting to carry the unavailable bonds of unfinished rail- roads. Crops are good, the fall business Lis Opened well, and there is no cause fur the trouble extending beyond its original limits— amongst the dealers in speculative securities. The governing committee of the New York Stock Exchange very properly decided to sus- pend the business of the board on Saturday to create an interval during which values could settle and discretion recover its equilibriam. The wisdom of the course is soapparent that It isonly to be regretted that it had not been adopted twenty-fonr hours sponer, and thus Perhaps bave stopped the tide of disaster befure it bad gained such momentum. The duty of those concerned in the financial stability of our business communities is, st such a juncture, to shut off the wild gambling of the stock ex- change which only served as food for panic, and afford an opportunity to the public to exercise their reasoning powers and regain confidence by seeing the little ground for anticipating any Teal financial crash. To-day not only the stock exchange but the goid exchange is closed, with excellent results in the way of checking the course of the panic. A much better feeling prevails in New York to- day, and it is evident that the stprm of disaster has nearly spent its force there. In this city to-day affairs are resuming their ld course. The run on the Savings Banks has dwindled down to very trifling proportions, and the other banks are pursuing the even tenor of their way without any unusual pressure at their counters to indicate that a financial storm is going on in New York. Some little excitement was created on our Washington Wall street this morning by the reception of a dispatch that all the New York banks bad suspended, but the statement was almost immediately contradicted by another dispatch, and appears to have had no founda- tions whatever.
