State and railroad bonds and city bank shares have been practically neglected, while dealipgs in rail- road stocks continued on an enormous scale. The prireipal .cansactions yesterday were in Pacific” Mail, Cen.ral_ and “Hudson, Western Union, Rock Island, Wabash, St. Panl, North- western, Lake Shore, and Erie. Outside pur- che ers continue in considerable numbers on the declining market for investments, which aided in strengthening the market yesiorday afternoon. Assistant Treasurer Hillhouse says it's in the power of the national banks to avei further d'saster, and they will undoubtedly doit. BANK PRESIDENTS IN COUNCIL. ‘The pr-sidents of the national banks of New York held an important meeting at the Fifth venue Hotel ycsterday evening, at which they decid-d to unite in sapport of each other, and to disregard the vsuul restrictions ‘n to-days dealings. This will g.ve great relief t> the financial community, by enabling the banks 9 meet the demands mate upon them by their depositors, and will do much to restore conti- dence. THE FIDELITY TRUST COMPANY. The Fideliiy Trvst Company of Philadelphia did not cle eat3p. m., but continued to meet all demands, receiving checks as late as five o'clock, at which hour over rine hurdred thou- sard dollavs bad bon pe‘d out. THE PEELING IN ENGLAND: ‘The London 7imes says: ‘In view of the ex- insty prosperity of *he United States and she high price ef government bonds, the pre: must be regarded 4 a simple effort of the finan- cial system t> get rid of its dishonest element.” The Daily Telegraph tays such local irouble suspersions in New York .cewsto be merely the rark outgrowih of exuberant prosperity, and accessories {9 progress which does not fo- a moment halt. THE GOVERNMENT TO THE RESCUR. At 11:30 o’clock last night Secretary Richard- son sent a dispatch to the sub-(reasurer at Now York, ‘rstructing him to purchase ten millions oi bonds to-day. This sudden outpouring of money on the New York market will, it is thought, ease it and assist in allaying the panic produced by the financial d'sasters of the past ewo clays. FOUR ATTACHMENTS I8sUZD. The Balt'more Gazelte o/ th's morring says: “Yesterday, in the superior covrt, ai.achments on werrants were ‘<suvd rs io"lows: National Bank of Elkton against Jay Cooke & Co., for $600; Cecil National Bank against Jay Cooke & + for $1,816; the Chesapeake Bank against the First National Bark of Waskington, for 3,000; and James Kennedy, of Weshington, gainst Jay Cooke & Co., for $185.73. The at: tachments were placed im the bands of Sheriff Kane, and served by him upon Messrs. Johnston Bros., bankers of this city, who stated, how- ever, that they had setiled with Jay Cooke & Co. some three weeks since, and had now no money of theirs in tneir hands. The attach- ment served out by Mr. Kennedy, of Washing- ton, was also served upon the Chesapeake Bank, but the president, Mr. Gittings, stated that his bank owed Jay Cooke & Co. nothing.” The Feeling iu Washington To-day. Appreciating the public desire 1or ‘ ‘orma- tion ‘n regard to the current firancial panic, Tax Star has devoted a large poi. onof its space for the last three days to giving by far the fullest end most accurate accounts of this afir'r that has appeared In any paper. And as Tue Star is universally reed, and tally enjoys the public confidence, the detaiicd intorma ‘on we have presented has served to caln excitement and give asvrance that our owa banks, with the exception of those first crippled, (Jay Cooke & Co. and the First National,) are abundantly able to sustein themeselves. Below we give tull periiculsrs of the cordition of affairs to-day, showing that, however wild the panic yet prevriling in New York, in this city it Is rapidly subsiding, the’ 1an on the to saving banks dwindling perceptibly, and prom- ising coon to exhaust itself. VIPTEENTH STREET TO-DAY. if 15th street yesterday was quiet, the only expresrion which would tally convey an idea of its sluggish appearance to-day would be to say itis virtually dead dull. The usual activity in f Washingtoi their Wall sireet o1 unity HAS ACCEPTED THE SITUATION, and calmly awaits coming events, There 's one gratifying feature about the matter, and thatis in the tricks of the trade, and the operations of the buils and bears, are of the opinion that it will tend largely to ro-tore Wall street to 9 bex'thy condition, and intimit tate tho © wh: are ever re.dy t> take advantaze of a perilou staaton, (at any cot so es it inures to their benefit,) irom operations which might other- wie be risked, know.ng that the powerfal srm of the government will be put forth > sirengrhen tue legitimate channels and avenue of irade. THE SYNDICATE ALL RIGHT. All rumors circulated with reference t> losses by the syndicate, through the suspensiors will be set at rest by the following cipher dispatch received this morning at the ‘Treasury depart- ment: Lonvon, Sept. 19, 1873, Evening. Hen. W. A. Richardson, Secrelavy of Treasury. The svrdicate accoun‘s are all in perfect or der. Tnere is a universal feeling of symp ithy towards Jay Cooke, McCulloch & Co.'s house here, which continues trars7 ting business as usual. A. G. Catrett. THE PRYEDMEN’S BANK. The run on the bank was continucd this morning, but in comparison wit® yesterday's Tush it was qrite ‘ight. Much time is neces- sarily eaperded on each depositor, as nine out of ten are vnable to write, and the checks at preparcad by the paying teller, who witn2> es the mark mele by eich. It is expected that by the time of clo-ing the bank this atternoon that all making demands will haye been satisfic 1. The usual droll scenes were to be wit- nessed to-day. The check-books are some- times wrapped in bandanas, towels, brown paper, &c, The hat seems to be a favorite Teceptacle with many; the older dames carry * one old dat book” in their’ bosoms; “Aunt Dinah,” when her turn arrived to re- ceive her cash, grinned all over with evident satisfaction, and produced the evidence of the bank's indebtedness from within a black stocking, which encased a leg of attenuated di- mensions. Uponreceiving the “cash money,” it was substituted in the place vacated by the check-book, and she skipped out, as light- hearted asa school-girl at recess, Many who fall in at the rear end of the line, drag slowly put half way, take a look ahead, and reason perhaps that the bank is all right, and drop out cir way. The officers of the bank are <i are emphatic in their have abundant available resources on hand te meet any contingency. At half-past 12 o'clock to-day there had been drawn out of the Freedman’s Bank sixty-five thousand dollars since the run began. About fifty persons were then in line awaiting pay. ment. The officers continue their emphatic assurances that they are amply fortified for any emergency, ADDITIONAL PRECAUTIONS OF MENT. A corference of Treasury officials was held late last night, at which it was decided to ad vertise for the purchase of ten million dollars of bonds to-day, and that in the event of this ac ticn failing fo allay the excitement, it was fur- ther determined to draw on the forty-four mil- lion r-serve to any extent necessary to restore confidence and stop the panic. A rumor is cur rent at this writing (12 o'clock) that the st» exchange of New York has been clesed, an: that it will only be re-opened upon the order of its president, and that all who deal in stocks at any other place, or on the street, will be prompt ly expelled. THE LEGAL TENDER RESERVES, In connection with the drawing on the legal tender reserves to help Wall street, it will b remembered that Secretary Richardson has always claimed the right to issue any part or al! of this reserve fund, in which opinion he is su. tained by several decisions of the Supreme Conrt, delivered by the late Chief Justice Chase, who was Secretary of the Treasury at the time the law was passed which Secretory Richardson claims gives him the right to use the fund.
