EVE Largest Circulation in the District Reading Matter on Every Page. WASHINGTON CITY: SATURDAY........September 6, 1873. The Fight in Massachusetts. The contest over the matter whether Gen. Butler shall or shall not be the republican can- didate for governor in Massachusetts is devel- oping some bad blood. The circumspect old Boston Advertiser, designated by Prescott, the historian, as “the respectable daily,” feels ‘called upon, in its repngnance to Butler, to @enounce, in very heated terms, the federal officeholders, who, it charges, are manipulating the machinery to elect Butler delegates to the state convention. That paper, also, charges that “‘ President Grant is not guiltless in the matter.” Now, it is very possible that Gen. Butler, who is somewhat famous for his coups ef political as well as military strategy, has enlisted more or less of the state federal Officers, bat it is altogether unlikely that any interference on their part in his be- balf bas been dictated from Washington. Gen. Butler has yet somewhat the lead in Gelegates for the convention, and as the Wash- burn party threaten to bolt in case Butler is nominated it becomes a question of some inter- est what the result wii! be in caso two republi- dates and a democratic candidate are im the field. The standard republican majority over the democracy of Massachusetts has beon in round numbers from 70,900 to 50,000, and there has been but little variation from these figures. In 18¢} the republican majority on Governor was over 70,000. In 1368 William Clafiin’s majority over John Quincy Adams was 68,000. In 1869 there were three candidates for Governor, Claflin, Adams, and Chamber- lain, bolting republican, when Claflin had 23,000 majority over Adams, and 9,000 over all. In 1870 there were also three candidates, Claf- lin, Adams, and Phillips, bolting republican; Claflin leading Adams by 31,000 votes, and the field by #,000. In 171 four candidates appeared in the canvass, Washburn, Adams, Cham- berlain, im the interest of lIsbor reform, and Pitman, the champion of prohibition. Here Washburn was victorious, receiving NI NG STAR. ... Balter. 27,000 votes more than Adams and leading all the candidates together by 15,000. Last year in @ square canvass between Washburn and Bird, democrat, the majority of the former rolled up again to 74,000. Thus taking the republican candidate’s vote in the contests for governor in 1864, 1968 and 1572, it has been steadily about 130,000; 126,000 in 1864; 2,000 m 1368, and } 133,000 in 1872. ‘In the “‘off” years, when there has been no Presid. 2tial contest, the republican governor's vote has been in 1369, 74,000; in 1870, 79,000, and in 187 000. In 1869 and in 1570 the bolting republican candidates drew re- spectively 13,000 and 21,000 votes, and in 1571 the two outside candidates drew between them 14,900 votes. The democratic governor's vote in the Presidential years was, in 1563, 63,000, and in 1872, 59,000. In 1869 the democratic candi- cate polled 50,000 votes; in 1870, 43,000, and in 1871, 47,000. From all this it will be seen that the republi- can party in Massachusetts must be nearly equally divided to give the democracy a chance to win by the defection of the Washburn men. As Mr. Dawes and other prominent opponents of Gen. Butler announce their purpose to sup. port the regular nomination, it is pretty certain that if nominated he will be elected. ——— is the assessment of five per cent. levied on his clerks by the postmaster at St. Louis, “for al- leged political purposes, and for office expenses and repair of the building.” It is stated that the postmaster justifies his action on the ground that he has recently incurred a heavy personal expense in increasing the facilities of the office and of that section of the country, which has required visits to Washington and other places, the cost of which he cannot afford to pay him- self. This excuse does not possess the requisite thickness, and if the matter is brought to an issue we suspect this verdant manipulator of mail bags will have to back water. — The prompt and emphatic disapproval by the Board of Fire Commissioners at their meeting last night of political interference with the management of the Fire Department, merits. and will no doubt receive, the approbation of all good citizens. That is by far too important & branch of the public service to be run as @ political machine. At least three branches of municipal administration in all obr cities should be above political manipulation—the public schools and the police and fire departments. Nothing but trouble, confusion, irregularity and general inefficiency ever results from placing such interests in the hands of men who use them to forward party ends. CH M.O.A. The Bos- ton Advertiser of the 2d instant prints a reply from Prof. Wm. B. Wedgwood, vice chancellor of the proposed university, in which President Eliot's objections are considered and a sketch of the enterprise given. In answer to the charge that Washington is the capital only In a governmental or political sense; that it is a fecas of neither foreign commerce nor domestic trade, neither manufactures, agriculture nor mining, neither literature nor art, and that the climate Of the city is not very healthy, &c., Prot. Wedg- Wood says: «* Washington Ys to the United States what the head is to the body. ‘The best talent of the na- tion is concentrated here, in the legislature, the judicial and executive ‘branches of our own government, and the best talent of all foreign nations is hete found in their ambassadors and ministers. Here the government makes her laws, here are her courts of last resort, and here is the home of the chief officer of the nation, sworn to see that the laws are faithfully exe- cuted. Here the government holds intercourse with all the nations of the earth, and here Settles all questions of peace or war, regulates foreign commerce and domestic trate, aids the agricultural and mining interests of the coun- try. Here are found advantages for pro; in scleneo and art which no other cityin this union affords. Among these advantages are the con- essional library, the scientific collections of the patent office, the land office, the medical department of the army and navy, thé Smithso- nian Institution, (he agricultural department with its experimental grounds, botanical gar- dens and conservatories, the national observa- tory, the bureaus of the coast survey and storm al servic® the laboratories and workshops the Navy and War departments.” Ex-Governor Swann, of Maryland, says he basrefused to accept his back pay, and that when he next visits Washington he intends @ take such action as will result in its absorp- tion by the United States Treasury. But ac- cording to Gen. Spinmer the Treasury simply holds these back pay contributions in trust, and they may at any time be reclaimed. This must be a harrowing reflection to the members who fondly believed thatthey had made full restitu- tion to Uncle Sam, and we thersfore suggest that Gen. Spinner give them back their money on condition that they purchase United States bonds with it—a plan we referred to the other day; that they turn over these bonds to Gen. 8S., and that when all have done this a joint committee be appointed by Congress and the Secretary of the Treasury to convey these bonds to the Washington navy yard, there to be placed in a furnace heated ‘seven times hotter than an oven” to be burned in the same man- ‘her as worn-out plates of the national currency are destroyed, and that the committee certify to the destruction in due form. Such a pro- ceedure would elicit the applause of an ad- miring country, aud would purge conscientious M.
