NO} Beading Matter on Every hens ‘The Star By Mall. follows: The Pennsylvania company having thetr difficulties with the Union (tan- nel) railway company through Baltimore, will use the Phiigdelphia, Wilmington and Baiti- more road as the link in the main line between Washington and New York, in- stead of golng by the way of Columbia, and therefure the Baltimore and Ohio road, which has aimed to prevent any coalition between the other roads named, finds itself oat im the colt and obliged to go on with its project of seeking an independent route to New York; as, though i s relations with the Philadelphia, Wilmington and Baltimore road are friendly enough, its adversary, the Pennsylvania company, controls the Jersey system of roads and New York termi- nus. Mr. Garrett has, therefore, joined hands with Jay Gould for a line between New York ahd mdent of the existing line. jon it is proposed to take pas. sengers from New York to Sandy Hook by steamer, thence across New Jersey by rail to Bay Side, on the Delaware Bay, at which point another steamer will connect with Bombay Hook, on the Delaware side of the bay. There the railroad will again be brought into requisi- tion for transportation across the peninsula of Delaware and Eas*ern Shore to Kock Hall, in Kent coanty, Maryland, and from thence steamers will land passengers at Baltimore to go south over Mr. Garrett's road. Jay Gould is to supply the connections to Rock Hall, and Mr. Garrett will farnish the ferriage from there to Baltimore. According to report this route will be open for business by the Ist of September. That it willenable Mr. Garrett to successfully compete with the present railroad lines to New York is out of the question, as though it may be pleasant enoagh for summer travel, the number of changes from rail to steamers and frem steamers to rail, will be decidedly obnoxious to the majority of travelers. There will neces- sarily be considerable delay in making the transfers. and by the slower rate of speed by steamer; and in winter there will be danger, as well as delay through the storms and ice in the passage of the Delaware and Chesapeake. Al- together Mr. Garrett's latest scheme to head otf Tom Scott deesn’t seem likely to work. It is stated that the manufacturers of the postal cards will apply to Congress for relief, having found the faithful performance of their work much more expensive thon they anticipa- ted. How relief can be granted under the cir- cumstances, it is hard tosee. The bid of the company was handed tn with a full knowledge, of the requirements of the Post Ovtice depart- ment, and with specimens of the work before them. After receiving the contract they began their work by turning out an inferior card, and continued to do so until the department de- manded strict compliance with the terms of the agreement. Kecently they have prodaced cards Of the requisite quality, but allege that if they cortinue the same character of work they will lose money on their contract. Should they do so the government can hardly be held responsi- bie since, as we have said, they accepted the contha:t with their eyes wide open.
