It is distinctive in its character, being the only institution in the world where deaf mutes receive a regular course of collegiate instruction. Stitl later, in 1964, Congress autherized the establishment of the National Deaf Mute College in connection with the institution, for advanced pupils, but restricted its benefits to students coming from the District of Columbia and from the army and navy. It is the old story, doubtless, of fear of putting the perpetra- tors of the deed on their guard, but the crimi- nal is far lees safe when the whole community are informed of the suspicions against him than when the secret is confined toafew.
