Semmes, U. S. navy, tried in January last for inflicting cruel and unlawful punishments on persons under his command; abuse of his official pewer, and oppressive and inhuman conduct unbecoming an officer and gentleman while he wasin command of the U. S. steamer Portsmouth, found guilty and sen- tenced to be suspeuded from duty and rank tor three years and to be reprimanded by the Sec- retary of the Navy, the President has remitted that portion of his sentence which suspends him from rank and duty, and he will again be ordered by the department. The severe repri- mand which he received, however, by the Sec- re'aay at the time stands on the record, It being announced therein that if the sentence of the court had been severer, the department would not have failed to approve it. — Torspay a Day ov Dasteuctive Conria- GRATIONS.—The present cold snap, which ex- tends westward as far as the Missouri river, aud eastward into New England, seems to have pro- duced numerous fires. An entira block on the West side of Centre street, between Leonard and Worth streets, was burned Tuesday. Thirty- eight young women employed in the upper stories of some of the burned buildings fled down the staircase and fire escape when the alarm was given. Two fell when several feet from the und, and were severely injured, and two other persons were injured by falling material. The tota} loss is about $350.00. The fire at Baruom's museum on Tuesday, fall particulars of which was published in Tues_ day's Stak, eriginated in the boiler-room.
