Largest Circulation in the District Reading Matter on P WASHINGTON CITY: TUESDA ¥.....--..000- January 9, 1872. : Considerable attention has been given by oar cotemporaries throughout the country to a forci- bie communication in this paper, written by a leading member of the Washington Typographi- cal Union, urging upon the Union to take the lead in abolishing the tyrannical apprenticeship rule. Among the reasons he urged for the aban- donment of the rule were that it is arbitrary and violative of a great principle of right in prevent- mechanical ability; thatit is immoral in its ten- dency and effect; that the causes for its adoption originally have passed away; and that itsen- disastrous to the interests of the craft in its re- rults. We think his reasons sound, and speak disin- terestedly, because, as a general thing, news- | poy paper offices would require few, if any more ap- prentices than are now allowed by the rale. Yet it is am arbitrary restriction upon the publisher to say that he shall employ only such number of apprentices, and at such set times as the Union prescribes. A bright, quick, intelligent boy, who has a special aptitude and taste for the work of setting type applies for a situation; the pub- lisher would gladly employ him, knowing that the boy possesses just the needed qualifications to make a good printer; but the inexorable rule of the Union forbids his being taken in until the time ef some apprentice has expired. The re- sult is that the bright boy goes to less congenial work, and when a vacancy occurs some dull lout is quite apt to turn wp to fill it, who ought to be breaking stone instead of picking type. The subject, however, of apprenticeship rules is now attracting very general attention, and Seq BRR FPR we doubt not that mechanics themselves will | soen come to see the wrong of a rule that for- bids their own children the opportunity of be- coming skilled workmen, and at the same time | invites foreign workmen to this country. The possession of a good trade is so mach more yal- uable to a young man than almost any other sort of education that all parents, especially, | have an interest in opening wide the doors to enable the youth of the country to obtain this useful training and means of becoming goodand substantial citizens, ‘We feet cidibeted asa public duty to call at- tention to the rotten and unsafe condition of the Washington and Alexandria railroad bridge across the Potomac. Some of the sections are careened, and an inspection shows sufficient evidences of the rickety and decayed nature of the structure to indicate the danger to human life by the passage of railway trains. Those fa- miliar with its condition seem to think ita marvel that no serious accident has thus far occurred there. We are aware that it is a public conve- nience to have trains ran over it, at least until the bridge of the Baltimore and Potomac road is completed, but the risk is altogether too great to allow the structure to be used in its present | condition. The Legislature, it will be remembered, passed | @ resolution calling upon the Boardef Public Works to send an engineer to examine the bridge and report upon its condition. If we are not mistaken, the report of the engineer sent on that duty was that the bridge wasansafe. Prob- ably the Board of Public Works may not have the power to compel the bridge company to take action in the matter, but the Legislature un- doubtedly has. —_____ As the time approaches for the installation of the mew democratic governor of Georgia, (Smith,) the question arises whether Governor Bullock's substitute (Conley) will voluntarily retire, or whether there will be a contest for the gubernatorial chair. The Atlanta New Era says that not exceeding 35,000 votes were cast at the election on the 19th ultimo, or only about three- twentieths ef the voting pop of the state, Which is over 200,000, and accounts for it by saying that the election was acknowledged to be iNlegal by the democratic leaders themselves. It thinks that under the circumstances Smith will hardly push his claims further than to make a formal demand for the possession of the office. The Savannah News, on the other hand, thinks Conley will quietly retire, though “it isa matter of no importance what course he may pursue,” as he “ will be disowned by all the officers of the state, and under the state code may be made to appear before a judge and be dispossessed of his office and all records belonging to it.” via’ +2ee- AS heretofore stated in Tae Star, there is trouble in Chicago among the temporary tenants of Lake Park and the Board of Public Works.
