Sexaror Witson bas left here forhis home in Massachusetts where, it is said, he intends preparing an elaborate and careful speech, re- viewing and replying to the charges made against the present admin'stration. This opinion he proposes to verify by giving a number of curious facts from the annals of other administrations. Mr. Wilson will probably deliver this speech before the: New Hampshire state republi- can convention soon tobe convened. The night is pretty equally divided between the several houses vis- ited, the last on the Iist being reached at an hour so late that it becomes early. New York, Dec. 26.—The World's London correspondent gives the English case submitted to the Geneva conference. It contains ten di- visions. The first is a statement of what the British government conceives is referred to the arbitrators. The second is a narrative of the chief events of the Ameriean civil war pertinent tothe issues under arbitration and the course pursued by Great Britain. The third is an ex- position of certain general propositions ot inter- national law governing the conductof neutrals, the power possessed by the British executive at the time to enforce those propositions or rules. and the means employed at the request of th: United Siates. The fourthisa statement of gen- eral considerations wo be kept In view, while ex- amining what was actually asked by the United States and done by the British government re- specting the four chief cruisers. The fitth gives i oo a tacts about the Florida. The sixtn deals with the Alabama; the seventh with the Geor- gia; the eighth with the Shenando2; the ninth recapitulates, and the tenth is a summary of in: ternational practice in neutrality. In respect to belligerent recognition little or nothing is said except to compare the dates of its issue with th. dates of certain acts by the United States and confederate governments touching the four chief cruisers. The British case denies that two of them were specially adapted in whole or in part within Bri waters to warlike use, and, therefore, are not within the rules, or that the British government or Mr. Adams had reasona. ble ground to believe they were inten:led to cruise or to commit hostilities. No warning in respect to them was ever given. Both were formerly merchant vessels and left the British waters as such. As to the two others they were suitable for warlike use, but in respect to neither can the British government be justly charged with that negligence from which flows the duty of pecuniary recompense. In the case of the Alabama evidence disclosing her real char- acter was furnished by Mr. Adams in driblets, and orders were finally given for her detention. Within four or tive days after the last piece of testimony was submitted, and be- fore the orders against her could reach Liver- pool, she had fraudulently escaped to sea. The British case throughout is amicable and calm, manifesting a desire to submit in good faith everything to the decision of the tribunal, but firmly protesting that Great Britain ought not to be found guilty of international negli Deore or any unneutral acts done to either elligerent. —— Shocking Railroad Accident and Loss of Life.
