The Sand Dealers Organize. WAR AGAINST “SAND BUMMERS” WHO DON’T PaY Ur. The extensive public and private improve- ments now being carried on in this District has ereated an unusual demand for sand, a large quanty being daily used tor the p of Paving; and this large demand has induced @ number of enterprising men to embark in the business of procuring it. The best qualities are obtained in the Eastern Branch, which is termed by the trade Bladensburg sand. For paving pur- poses. the sand obtained from the river flats ls in greater demand. Large quantities are shoveled Up into scows and fiat boats and tanded at 17th street, from which place constant line of horse carts are passing, conveying it to different parts of the city, wherever wanted. Mr. Shepherd remarked that he did not desire to have anything to say to Hatton; that he had denounced the Board of Public Works as thieves and robbers on every public and private occa- sion, and it was prima facia evidence of bad faith on his part to come to treat or consult with them, for if he believed them to be thieves he could not, if he assumed to be a gentleman, bold communication with them. Before action on this petition, another ‘was presented favoring the adoption of the con- crete pavement. After discussion as to the respective merits of the two pavements, a vote wastaken which resulted in favor of the ma- cadamizing.
