The proper mode of dealing with them would be to discharge all im- plicated, cither as principals or in the way of suppressing testimony. It is aserious defect in the Fire Department system that the Commis- sionets have no power to take testi aony under cath; and thus # loop-hole is afforded for alj sorts of prevarication and false statements by ose «posed to sereen delinquents. Thisisa matter needing correction. ‘The Waste of Water. We have « note trom the Coast Survey Office in reference to the article in yesterday's Stan | on the waste of Potomac water by the Depart ments, denying that a turbine wheel is used there, and stating that the only water wheel used there is # little three-inch aff move a gra tuating machine; further, that it is axed only about once a week, and 18 capable Of using at most 200 gatlons per day. We reastily make the correction, and have to say that the data im regard to the water waste was obtained from the officer having immediate sopervision of the water pipes, and who was suppesed to be well informed in the matter. Now let us hear from the other Departments, and frem the hotels, livery stables and other | cusrters where waste of water is charged. | ‘There ts a big leak some where. Where is it? ee Clipping Horses A lively controversy is gorngon in the New York papers whether or not the new practice of | clipping horses is advisable. The Society for the Prevention of Cruelty to Animals takes the ground that it is cruel, while George Wiikes, Carl Benson, and ether authorities on equine | matters bold that it is not. Mr. Benson points out that the perspiration on a long. clammy, cold, and oppressive, and that the | animal cannot be properly dried under such circumstances however carefully groomed. Hs concludes that if a horse is never driven far and | fast enough to sweat him, and if he has to doa | great deal of standing about, then, looks apart. he is better for not being clipped. But a horse that is habitually driven to the perspiring point—and it does not require any frantic speed or inbuman distance to produce this result—i better for being clipped. If there is a cha: ef his having to stand a little, it t+ not a diti- | cult operation to put on a blanket and lov! | under bis harness. As the fashion of clipping horses is coming | into quite general use in Washington this dic- | tam has interest here. — ‘The piety of the Kev.
