Mr. Sumner says that on the contrary Mr. Mutley is so intensely American that he can't diseuss a question per- taining to American politics, life or customs with those Europeans without great liability to lose bis temper. “That's his fault, if he has One.” says the Senator. And about the matter of Motley’s writing bis own instructions, Mr, Sumner says that of course he did, and that it is cystomary in sending out a diplomat, either regular or special, for the State Department to receive from him a schedule of bis views of in- ternational policy, that they may serve as a Dasis in drawing up instructions. In the case of Motley he (Sumner) said to Mr. Fish “Shall [ have Mr. Motley draw up a schedule f his views for your inspection, and as a pos sible basis for his instructions?” and the Secre- tary answered affirmatively. oe Sumner avows himself unable to ex- plein the President's personal hostility to Mr. Hottey, unless it ison his account, but denies that Motley is any sense his (Sumner’s) minis ter, and declares that he nas “not written a word to Mr. Motley upon any public question within the past year.” Mr. Sumner, in this in- terview, warmly deprecated any split in the Repubhean party, and said that the Project would have no countenance at the East. This, we believe, is the tirst expression given of Mr. Sumner’s views in regard to the recall of Mr. Motley. It would appear that though not quite pleased with the manner in which his diplomatic protege has been treated, he takes the matter philosophically, and at any rate hasn't the slightest notion of rushing into the pew party business on the strength of his grievance. - s2ee- Won't Pave. Mr. 8.S. Riker, president of the Washington and Georgetown Railroad Company, announces per card in the Chronicle that the company are very much obliged for the interest manifested by the public in their paving affairs, but that they conclude to stick to the cobblestone and hold themselves”fortitied in that course by let- ters received from Senator Hamlin and Kepre- sentative Cook, chairmen of the District com- mittees. These gentlemen say that their under- standing was that the company was to choose the material for “paving” their tracks and be- tween them. Messrs. Hamlin and Cook have evidently no idea that the company mean instead of «pay- ing” their tracks to simply replace the old eob- biestone. However, the worst enemy of the railroad company couldn't wish them any worse harm than to goon in their pig-headed course im defiance of public opinion. Let them go ahead and relay their miserable cobblestone. However smoothly laid now, it will in a month's time be full of ruts and mud-traps, as all their past experience with it has shown. If they want to shoulder the responsibility of maintaining a nuisance, execrated by citizens and visitors, let them undertake it. And when Messrs. Hamlin and Cook come here this winter and have an opportanity of seeing the cobbie- stone arrangement we shall be glad to learn from therm if it comes up to their notion of the sort of “ paving” required of the company un- der the law. ee. ‘Tse Merat BisMUTH IN THE Ustrep StatTEs—One of the more noteworthy results of the investigations instituted under the au- thority of the General Land Uffice into the min- eral products of the several States is the dis- covery of this somewhat rare metal. The speci- mens in the geological museum of this office were brought from Archer county, Texas, through which region a railroad line is now being surveyed in connection with other north- ern counties of the State, most of which have been so much infested with hostile tribes or Indians that the wonderfully rich deposits of copper and other metals are unapproachable and worthless. The bismuth ore is associated to some extent with copper glance, but im separate veins. Its gauge is quartz, though it is disseminated in small metallic grains, and it only requires them to be heated to about 500 degrees Fahrenheit to fuse them, and the melted metal is collected as tt runs from the furnace. It is of somewhat silvery brightnces, with a roseate tinge. It is ‘used in small quantity as a component of Brit. tania ware; one of its chemical preparations is employed in medicine, and the same has been extensively applied as a cosmetic, under the name of “lily white,” in consequence of the delicate white tint of the powder. Its effect. after much use, is to leave the skin of a dirty yellow hue, and of a leathery texture.
