_EV EN ING STAR. CROSBY 8. Ni: WASHINGTON OITY: waeen" nay - October 1 bo sare. Reading Matter on Every Page. The Elections. The returns from the elections yesterday in Pevnsylvania, Ohio, Indiana, lowa, and Ne- braska are favorable to the repfblicans, and show that they have held their cwn in the con- Sressional districts considerably betier than wesexpected. The new colored vote seems to have gone everywhere pretty solidly for the republicars, and no doubt turned the scale in Many of the close districts. The Penrsylvania delegation in the present Congre:* stands 1% republicans and 6 demo- | erate. This will not be much changed. John KR. Keading, democrat, is elected over Alired C. Harmer, republican, in the Sth district—a democratic gain; but this will probably be off- set by a repubtican gain in the 12th district, in which S. D. Shoemaker, republican, is be- lieved t> be elected over J. GB. McCollum. The 6th ¢*s‘rict, where John H. Oliver, republican, and E. Z. Acker, democrat, are the candidates; the 16th district, where Jobn Curan, republi- ean, 's oppoted by Benj. F. Myers, democrat; and the 2ist district, where Andrew Stewart is pitted agairst Henry D. Foster, democrat, are still doubtful; but the Philadelpbia Press of to-day claims the election of Oliver in te 6th district. In the 2d district, Charles O'Neill. regular republican, is defeated by Jobn V. Creely, independent republican. The other districts will probably stand 2 at present, and the republicans will bave a slightly increased majority in the legislatare. In Ohio, the republicans claim to have gained the first and ninth districts, electing Aaron F- Perry in the first and Charles Focter in the winth. The third (Schenck’s) and sixteenth (Bingham’s) seem to be in doubt, but if the State has gone republican by fifteen thousand majority, the chanccs are that both Schenck and Bingham will be floated safely through. ‘The majority in Ohio last fall tor Hayes, Gov- ernor, w: 518, and if the republicans have row carr.ed the State by fifteen thousand they bave done better than wasanticipated. Later returns from Indiana indicate a close vote and the Legislature doubt-ul. In case itis democratic, Senator Morton wi probably “stick,” and not, by resigning t> go out as Min- ister to England, give the democrat an opp r- tunity seciet a Senatr in hi< place. — Some ¢ One Has Blunderc 1— who? We have received under te {-ank of Hon, Thomas A. Jenckes, of K. L., a ¢»py of the Providence Journal containing an editorial on “The New Patent Law,’” which prob.bly con- vess Mr. Jenckes’ views upon the ‘ repeal muddle Mr. Jenckes, or the Journal, argues that it is by a perverted ingenuity that it is claimed that an act which commence by saying “there shall be attached to the Department of the Interior the office,’ ete., repeals the <= which establishes the Department of the Interior. The Jowrnal article goes over the ground at considerable length. and maintains that the “blunder” o this subject is on the Part of those who take tht heading of the schedule, which is a mere index, for the repealing clause itse’*. This clause calls for the repeal of acts and parts of acts}and the words at the head of each column show what “parts of acts” are referred to, but “the other and erroncous reading requires that the whole of every act set forth im the schedule should be repealed, and rejects the words ‘paris of acts’ altogether.” The repealing ect, is “an act to revise, corsolidate, and amend the statues re- Jating to p.tonts and copy right:,” and it was intended, tays the Journal, 2< a substitute for all Previous legislation on the subject of patents and copy righis, and “the repealing clause was necessarily broad ard comprehensive, > as to Sweep every vestige of previous lez station on these subjects out of the statute book. Tuat this Las been done with clearne=, as well as concisene is shown from the tac. that the blunderivg construction contended for can be plavsibly defend: | only by dropping the words “paris Of act=," ‘patents,’ and “ opy rights’ irom the repealing ‘rect on.” Se according to Mr. Jenckcs, it is his critics who have blundered, and not he. We are afraid he is im the minority on tuat point. At any rate we hazard the opinion, tha: Conere:s, waen it mects, will bold that the bleade~ ‘+ cerious enough to require correc.ion by an explanatory act romewhai early in the se:-ion. ‘The blunder may not do any miechief, very I'kely, but still it 2s @ blunder—sn over_icht. ~——_ -*ee- The government clerks at Washington are described by a correspondent of the Worcester Spy #s intelligent and tine looking, though the wemen, he has the bad taste to assert, are not ‘band:owe. and jook weary. The mora)sof the whole clerical force is much superior to what it was ten or twenty years ago, with less drunken- ness and licentiousness and more study, more preparation for a profession or a promotion. Many attend commercial colleges in their spare hours. and others the Columbian coligee law school, while two-thirds of the 70 medica! students in the Columbia and Georgetowa schools are government clerks. Many of the cleshships are in themselves an education for certain braaches of the law, and in this way are turned to good account by young men on leaving the civil service. This correspondent suggests that the immence libraries and scien- Litie collections now massing at Washington should be made more available to the educa- tional interests of the country. ‘The Springtield Republican, in the same con- nection, bolds that Washington really furni-hes one of the best sites in the countey for univer- sities of the bighest class. This is true, and our two colleges, Columbian and Georgetown, are rapidly mounting to that position. The libraries of Congress, the Smithsonian Institution, and the Departments, as well as those of the colleges, supply rare and costly works in a’! the depart- ments of science and literature, the law student bas the great advantage of being able to attend at the Supreme Court, and at Congressional debates, and the student in medicine has advan- tages in the amount of illustration of various branches of medical science, such as no other city in the country canafford. The Museum for instance, established by the Medical Depart- ment of the U.S. Army, is now without doubt superior to any similar collection in the world: its material having been obtained from a greater number of cases, and from a greater variety of climate than has ever yet been brought t gether in one yiacots in =e country. eo —___ ‘The musical critics of New York are in a row about Ni'-con, the anti-Ni’sson party maintain- ong that she ‘s tricky and sepsationa! in style; that ehe is deficient In the upper register; can- not seg in Presse and, worst of all, makes up faces when sings.
