The Senate and House of Representates ad- journed sine die at 5 o'clock last evening, thus Closing the second session of the Forty-first Con- gress. The session just closed witnessed the Binal adoption of the fifteenth amendment to the constitution, and the proclamation which made it a part of the law of the land; and ® law was passed to give it effect. The finance Question was one of the most intricate and per- plexing of the session, and as usual nearly every Beuator and Representative had his own pet theo- Ty. Congress devised a schedule of taxation which is intended to raise sufficient revenue for the Support of the government, pay the accruing in- terest upon the debt, and discharge so much of the principal as will give assurance of its ulti- mate extinction, and at the same time silence the clamors of those who complain of over-tax- ation by lowering the rates in some instances, and abolishing them entirely im others. (Of course this, like most compromise measures, flocs not give general satisfaction, but would any bill? The same may be said of the revised tariff bill, which satisfies neither Free Traders nor Protectionists, but it would have been hard for any body of men of such diverse views to frame a better bill, and carry it through. It is easy to criticise and to blame; not so easy to Gevise 3 measure which will satisty everybody. ‘The bill to amend the naturalization laws is one Of the most important measures passed at the last session, if, as is claimed by its friends, it will go far towards preventing the frauds in the naturalization of persons of foreign birth that have for years been a disgrace to our peo Ltical system. Of the sins of omission charged upon Congress, ‘the failure to recognize Cuban independence is the one most talked of; but these are questions of international law that rise above spread-eagle Geclamation; and the policy jaca eee President Grant and y Congress, Which refuses to commit the User tues @ a Principle against which the government has always heretofore protested, and the adoption of which may leadto very awkward complications, has ite friends and advocates also, among those Who do not wish us‘ to rush into a foreign war Girectly after our recent exhausting struggle. ‘The rejection of the San Domingo treaty by the Senate is now to be spoken of, as an error, im view of the European war, which may make a foothold in the West Indies, very desira- ble for us. ~ +20e- ve earnestly invite the attention of our citi- zens a the article in another column, in which some of our prominent business men set forth the advantages which will accrue to this Dis- trict from the construction of the proposed Piedmont and Potomac Railroad. It is unneces- Bary to urge at this day the great importance of imerease of our railroad facilities, for that 1s & matter well understood by every one inter- ested in the welfare of the District; but of the various connections recently proposed, this Strikes us as being one of the most advan- tageous im every respect which has so | far been projected. Starting from the Yetomac im this vicinity, it is to ran through the richest and most fertile section of the Old Dominion—the valley of the Shenan- loab—tapping those great works of internal improvement, the Chesapeake and Ohio and the ‘Virginia and Tennessee railroads. This wonld put us in direct connection with the great agri- cultural and mining regions of Virginia and ‘West Virginia, besides greatly shortening travel to the South and Southwest. This road will not | only bring us produce, but purchasers for our merchandise, and, with the other connections nnow projected and under way, the rapid devel- | ‘*. sa of our business interests will surely | lew +<ee- From the utterances of the press it would Seem that Napoleon wijl have to encounter the Public opinion of the world as well as the arms of Prussia.
