BILLs Sienxp ny THE PRESIDENT.—The Pres- ident signed the tax and taritf bill last night; and approved the Georgia bill at one o'clock to- day. Nomination Witaprawn-—The President yesterday withdrew the nemination of Jno. M Oliver, to be Associate Justice of the Supreme Court of the District of Columbia. The Prest- dent’s message states thatthe withdrawal was at the request of Mr. Oliver. Tae INDIAN ArpRorRiaTion Bitt.—The third conference report on the Indian Appro- priation Bill, agreed upon this morning, was to appropriate the amount asked for by the Senate, 26,000,000, provided that nothing therein should be construed to affirm or deny the validity of the treaties made by the Sherman peace com- missioners in 1867 and 1868. TRE PRESIDENT, accompanied by all the members of the Cabinet, arrived at the Capitol this morning about teno’clock. (General Porter his Private Secretary, and Commissioner Par- ker, of the Indian Bureau, also accompanied the President and Cabinet. A session of the Cabinet was convened immediately in the President’s room, in the rear of the Senate. PRUSSIA PREPARED FoR WaR.—A dispatch just received in this city announces that Prussia accepts the war with France, and is fally pre- paréd for the contest. Baron Gerolt, the Pras. sian Minister, in Diplomatic circles last evening declared that Prussia waa fully prepared for the contest with France, as she was much stronger to-day than she was two years ago, and could maintain the position taken by her. TRE Caritor To-Day¥.—The corridors, ante- rooms, and in fact every nook and corner of the Capitol building to-day presented an appear- ance more like the excitement of the old “‘tmpeachment” days than at any time since that memorable occasion. in the vicinity of the House of Representatives the throng was not so great, as the yal- leries were a convenient escape, but on the Senate side the scene was a lively one. The Senate being in executive session, of course all the candidates for office who had been so successful as to get their names sent into the Senate were there either in person or through friends, awaiting the verdict of the Senate. The main ball was crowded, the side halls were crowded, and the reception room was filled with ladies, whose presence even wax not sufficient to allure the anxious male ex- pectants from the vicinity of the three main doors of the Senate. Here were men who would be United States Senators, attorneys, postmasters, consuls, secretaries of legation, &c., as well as those who would be most any- thing, loitering around, anxiously watching their chances. There was another class, too, of no less formidable proportions than of ofticers of the army and navy, nominated for promo- tion. It was funny to see the anxiety depicted on their countenances and the useless modes of gaining information to which they sometimes re- sorted. Here one would button-hole a page (who knew nomore than Adam about the proceed- ings) and propound a grave inquiry in regard to lis own personal interests, and if a Senator showed his face outside for a moment, he was the cynosure of all eyes, and every word dropped from his lips were as eagerly listened for as the oracles of Delphi of old. Every now and then the jovial face of Jim Christy would protrude from the main door, causing @ general direction of eyes and ears in that quarter, but soon the lookers on wheeled off in disappointment on finding out that his mission was simply to hand out a note or give some unimportant directions. A third class, whose tominations had not yet reached the Senate, looked wistfully for the face of Genera) Porter, and tugged remorselessly for information at any one supposed to be posted. Substitu: — it Sus- taimed—The Nomination of Mr. Fre- Hinghuysen—A Sharp Contest Over The Senate went into executive session this morning at twenty-five minutes past oneo’clock, and proceeded to the consideration of the sub- ject of substituting army officers for Indian agents, which action, it will be remembered, was taken bythe President some time since. Quite a sharp debate ensued upon this policy of the Administration; but finally, on a division, the President was sustained in the course pur- sued by him. ‘The Senate then proceeded to consider the nomination of Mr. Frelinghuysen as Minister to England in place of Motley, and discussed the subject until 3 o’clock this morning, the friends of Mr. Frelinghuysen endeavoring toget a vote— Messrs. Sumner, Wilson and others warmly opposing it. At 3 o’clock a motion to take a recess was carried, with the understanding that the matter should again be taken,up this morn- ing. Accordingly, a motion to go Into Executive session was carried shortly after the Senate met at o’clock this morning, although Mr. Sumuer strongly opposed it. After a long executive session the Senate con- firmed the nomination of Hon. Frederick 1. Frelinghuysen, of New Jersey, as Minister Plenipotentiary and Envoy Extraordinary to Great Britain, vice Hon. J. Lathrop Motley, re- called; the vote standing 40 to 3—Messrs. Koss, Robinson, and Sprague voting in the negative, and Mr. Sumner not noting.
