EVENING STAR. Largest Circulation in the District CROSBY 5S. NOYES. WASHINGTON OITY: MONDAY....... -+-Jame 27, 1870. _Reading Matter on Every Page. S7 Punsons leaving the city for the summer | can have TH® STAR mailed to their address by ordering the same at the office. Terms 30 cents per month. +2ee- A cotemporary taking up the cudgels in behalf } of Mr. Charles Stewart and his injunctions, thinks Ta# STAR ts inconsistent because it denounced the mode In which Bowen gave out the awards of ward paving contracts, and now | disapproves of the action of Stewart in putting a stop to the operations of these contractors. There i= no inconsistency about it. We de- nounced the Eowen electionecering trick of giving out the contracts to ward partisans at the time they were so given out; then was the treme when Mr. Stewart should have put on his injunctions. We should have said Amen had he plastered the Bowen contractors a foot deep with injunctions, befere they entsred upon the wholesale work of cutting down and tearing up. But now that they have gone on uninterruptedly until the work is more than half executed on many of their contracts; when side-walks have been cut down ten, fifteen, twenty feet, and citi- zens are shut off from all access to their premises except by rear alleys; while the street fronts are & chaos of bricks, mud, and rubbish—that Mr. ‘Stewart at this late day should interfere to stop the work and leave the property-holders in this Gisagreeable position, perhaps for an entire year, while the matter drags its slow course through the courts, is a grievance not to be tol- erated with patience. We are glad, therefore, to hear that the contractors have concluded to go on end finish up the most pressing work on their hands, taking the chances of getting their pay. The Mayor, we think, ean very properly de- cline to give out new work to these contractors until their states fs setiled, and can properly stop the farther execution of work on the out- skirts of the city where its interruption will be a matter of loss or inconvenience to no one; but citizens placed in the unfortunate condition we have above described have a right to demand the early completion of the work to save them from inconvenience and povitive injury. - ss Tae Weateer—The current belief that “Sunday is always the hottest day” seemed to rest on a good foundation yesterday. From all parts of the country comes the word that it was the warmest day of the season, and in many places supposed to be cooler than Washington the mereury ranged considerably higher than here. But we had it warm enough for all prac- tical pu:poses,—in this world, at least. Perhaps the fairest indication of the real state of the weather in this city was afforded by the ther- mometer of Mr. Hall, at the corner of 12th and M streets, which at 2 o'clock marked 97° in the shade and 124° in the sun. To-day the thermometer at Hempler’s on Pennsylvania avenue, below 6th street, regis- tered as follows 8 o'clock $1; at 12, 90; at 2, But in comparing these figures with those above of yesterday the fact should be borne in mind that there is considerable difference be- tween the temperature of the avenue and that of M street. The latter locality lies much higher aud the uir u& always cooler there than on the streets in the lower part of the city. ~+e-- We apuyetiies sineerety Witu the snaaenm he the accident which occurred in Philadelphia on Saturday last; but really we think the country isto be congratulated on the prematare ex- plosion, in mass, of a Whole warehouse fall of Chinese crackers, fire-works, etc. It’s a mercy to have them go off in that way, Instead of having them distributed over the country so as to create confusion and alarm in half a hundred towns and bamlets. and lay the foundation for score or two of fires and fatal accidents. 1m se 2 w ve regretted that the whole stock in the country can’t be put in one vast coliseum or skating rink and “set off” atonce. That would be a display worth talking about. And this reminds us to ask what steps, if any, have been taken to prevent a recarrence of the in. fernal nuisance here on the coming 4th of July? If the laws are not now adequate, we hope the Council at its meeting to-night will make them so; if they are, we trust the proper authori- ties will see that they are faithfally executed. a The indications just now are than Hon. W D. Kelley, who represents the 4th Pennsylva- | 8 district im Congress, will have asevere con- | test in the race next fall. Hon. W. B. Thomas, who was Collector of Customs for the port of | Philadelphia under Mr. Lincoln, and a popular and able man, was nominated against Mr. Kel- ley on Friday last, by a citizens’ convention. ‘The result will probably be that if the Demo- rats do not nominate, and support Thomas, he will be elected; while, if they nominate a can- diaate of metr uws, and Mr. Thomas remains on the track, the Democrat will be successful. the vote two years ago stood, Kelley, 17,105; Nicholson, dem., 15,248. a —— AvoTaER LITERARY QvaRREL IN Pros- ruct.—The World says that a piece of poetry, entitled ‘The Children,” beginning— When the ns and tasks are all ded, “And the school for the day is dlamiseed.* which went the rounds of the papers several years ago as the production of Charles Dickens, and which has been started on its travels again since his death, was not written by the great novelist at all, but by Charles S. Dickin- son, a lawyer in active practice in the northern part of the State of New York. It is to be hoped that the Senateamendment making permanent the temporary force now employed in the Internal Revenue Bureaa will pass the House before the 3/th inst., as at that time the appointments of and appropriations tor a large number of clerks and others—mainty ladies—willexpire. A failure t> pass by thattime will necessitate the dropping of all these from the rolls, and their reappointment, if deemed advisable or necessary, after the authority for eee Sees See i from Congress. ‘The New York Standard | finds it necessary to urge upon New "York Sunday school teachers that they should “‘Inetileate abstinence from intoxicating drinks by precept and «: yr We should think so. Between gim and milk parsons and gin and milk teachers of Sunday schools the rising generation of Gotham have rather a rough time of it. ‘We trust the Senate will reconsider its action of to-day, and not continue the oppressive in- | come tax on the poorly paid government clerks | and other salaried officers for 1810, while ex- | empting the rich, who could better afford to pay it. Nothing less than the total abolition of this obnoxious tax will satisfy the people. -<e- ——____ Subscriptions to the Buffalo (N. Y.) and Wash- ipgton railroad have reached $410,000, leaving omiy $90,000 to be subscribed to make the former city’s subscription available. The road, it-is | asserted, will soon be built. The office of the Forel Foreign Special Cuban League bas been robbed in New York of $35,000 im United States bonds, a quantity of Cuban revolutionary bonds and a mass of secret Cuban correspondence. —— The Rev. Theodore Tilton and other exhorters of the Chadband order are daubing the memory of Charles Dickens with their praises. This is returning good for evil. Dickens certafnly did not go out of his way to praise the Tiltons. — ‘Tox HepsartTzR oF New YoregRs.—Under | two-feet track, construcied very cheapiy, with | @ack greatly increases the power of the engine— | therefore grades ate not so importamt—the track | may follow the undulations of the ‘country, | and trestle work will safely an«wer instead of | tills—the track is exceedingly cheap—the work- | Ing cheap—the cost-of transportation may be | ently of the wheat crop. From Virginia we have more encouraging reports, the wheat and oat crop being unusu- ally fine in all parts of the State. The corn and tobacco crops have been put back by the wet weather, but the current hot weather will, itis expected, » bring it speedily up to the mark. 8 It will be remembered that M. Ollivier had the astounding vanity to proclaim that in three months he had established institutions which bad taken England years to build up. To this the Marseilles workmen reply: ‘Never has there been so much misery among workmen or so much luxuty among government parasitics.”” a ‘The New York Tribune rejoices with exceeding great joy over the fact that the income fax is mot to be renewed. It has been—says the Tri- bune with an energetic parting kick—in every Sense so oppressive, 80 unequal, 80 iniquitous and demoralizing, that the people may well rejoice that the effort to renew it has failed.
