FORTY-FIRST [RST CONGRESS, Conclusion Yesterday's Proceedings. | Session « of the Senate on the Fifteenth Amendment BilL Distriet Business im the House. SENATE.—Atter our r report closed— Ai the suggestion of Mr. fi r. Stewart consented that the fitth section of the Sen: bill to enforce the fifteenth amendment shou be struck out. It provided that any person | ‘deprived of an office by reason of the violation Of the provisions of this act shall be entitled to | Tecover possession of the same by a writ of man- damus or otherwise. After a long debate, th went into exccutiv Session; and at 5 & recess until 7.30 p. m. The Senate reassembled at 7.09 p. m., for the consideration of the fifteenth amendment bill, the pending question being on the amendment of Mr. Warner, authorizing any person to sue any party depriving another party of his vote; which was rejected. Mr. Sherman submitted an amendm-nt, Which he said bad been prepared by a comm ttee Of the House. The amendment was read, pro- viding that any person at elections for members ort ‘ongress, or electors for President or Vice President, who shall vote and not be entitled to vote, or who shall, by any means, induce or compel anelection officer to receive unlawtul Yotes, and any election officer refusing or omit- ting to do any duty impesed by this act shall be ind‘etabl- and on conviction suffer fine not ex- % 5500, or imprisohment not excecding ars, or both, and pay costs. Also, pro- ¥iding same penalties for an unlawfully regis- tering or causing the registering of any person not entitled. Also, providing some penaltie for an unlawful inte?ference with politic ul meet- ings, called to discuss national affairs or claims ddidates for federal officers. question was i by Messrs. Casser herman, Trumbull, Davis and others. r. Thurman characterized the amendment of Mr. as startling, and not at ali ger- mane tothe bill. It would reverse the whole policy of the government for eighty years. (nm motion of Mr. Hamlin, that part of Mr. Sherman's amendment reiative to the disturb- ance of political meetings was stricken out. Mr. Thurman then argued at length in oppo- sition to the amendment. From time to time, up to 2 o'clock, a. m., Several motions to adjourn were made by the minority and voted down: at times there would be only some half dozen Senators in the cham- ber, and much amusement was created in bring- im Senators who were in the retiring rooms asleep. HOUSE.—After our report closed, Mr. Cowles (N. Y.) from Committee on the District of Columbia, reported back a substitute for Senate bill concerning divorces in the Dis- trict of Columbia. Three additional causes of divorce are allowed, viz: drunkenness, deser- tion for three years, and ill treatment. Mr. Niblack (ind.) moved to amend by re- ducing the period of desertion and absence to two years, which was agreed to, and the bill as amended was then passed. Mr. Hamilton, ( -) from the District Com- reported a substitute for the bill to —~ uiorm system of education for the Dis- trict of Columbia. Mr. Brooks (N. Y.) made the point of order that the lith section of the bill contains an ap- propriation, and must go to the Committee of the Whole.’ The point of order was sustained. ‘The House then resolved itself into Commit- tee of the Whole to consider bills relating to the District of Colambia, Mr. Paine (Wis.) im the chair. THE PAVING OF PENNSYLVANIA AVENUE. ‘The bill te provide for the paving of Penusyl- Yania avenue was then taken up and read. Mr. Cook, on behalf of the committee, offered sev- ral amendments, among which was one ap- pomting the Seeretary of the Interior, the En- ineer in charge of Public Buildings and Siounds, ant ae Mayor of Washington a com- mission to select the best kind age He then explained the provisions of the bill. He Said he was net tenacious about the government paying for this paving, but he was willing to submit the whole matter to the House for its action. If the committee should determine that the government ought not to bear the expense of ths paving, then he would move a clause that the government pay for paving so much of the Street as is opposite the public buildings. He wanted the House to remember that the gov- ernment owned one-half of the total value of the taxable ¢ property of this city, aud it paid no taxes. corporation could collect taxes of tht yroters, the amount the government ‘would pay would be about the amount proposed that it shall pay in this bill Mr. tt (Ky.) I., are much exereised about a woman who has in her old age adopted the lite of a hermit on the borders of the beautiful little Lake of St. John. She bas dug an excavation in a bank in a forest, whose foliage overshadows the water at a place where two trees are rowins together. There she boarded up, with some — pieces of plank, which she picked up in the neighbor- hood, and from these to the bank over the ex- cavation she has p aced some Saplings asratters for a roof of dried leaves and straw. In this primitive dwelling she lives and has lived for } @.rS, subsisting no one knows, how, and draw- ing water for her scanty meals from an icy spring near by. Where she came from, who e is, or why she became a hermit, nobody has yet been able to learn. #7-Soda water is said to be the national drink of America. ie STOCK or BLACK CANVAS GRENADINES AND LLAMA LACE POINTS. Not only so, bat ‘Boone of these vartous female complaints can long be suffered to run.on without involring the general health of the individaal, and ere long producing permanent sickness and prematere decline. Nor te ft pleasant to consalt @ physician for the relict of these various delicate afections, an@ only pon the Most urgent necessity will a tree woman so far ane- rifice her greatest charm ae to do this, ‘The sex will then thank us for placing tn their hands simple «pe cifics which will be found efScactous in reticving and curing almost every one of those tromblesome com- plaints peculiar to the sex. HELMBOLD's ExtRact e8 Bocuv.—Bundreds fafler on in silence, and bandreds of others apply vainly to druggists amd doctors, who either merely tantalize them with the hope of @ cure or appiy remedies which make them worse. 1 would not wish to amert anything that would do injustice to the aM@icted, Dut I am obliged to say that although i may be produced from excessive exhaustion of the powers of life, by laborious employment, sowboie- seme air and food, profuse menstruation, the use of tea and coffee, and frequent childbirth, it is ter oftener caused by direct irritation, applied to the mucuots membrane of the vagina itsstf. When reviewing the causes of those distressing complaints, it is most painful to contemplate the at- tendant evils consequent upon them. It is but sim- Ble justice to the enbject to enumerate s few of the many additional causes which eo largely affect tae life, health, and happiness of woman in all classes of | Selety, and which, consequentiy, affect more ories directly, the welfare of the entire human family, ‘The mania that exists for precocious education and marriage, canses the years that nature designed fer corporeal devel pment to be wasted and perverted in the costraints cf dress, the early confinement of school, and espectally in the uuhealthy excitement of the ball-room. Thus, with the body half-clothed, and the mind unduly excited by pleasure, pervort- ing in midnight revel the hours designed by natare . | for sleep and rest, the work of destraction is baif accomplished. In consequence of this early strain npon her «re- tem, unnecessary effort is required by the delicate votary to retain her situation im echool jeter day, thus aggravating the evil. When one excite- ment is over, another in prospective keeps the ming morbidly sensitive to impression, while the now coa- stant restraint of fashionable dress, absolutely for- Didding the exercise indispensable to the attainment | Std retention of organic beaith and strength; the | exposure to night air; the sudden change of tmp rature; the complete prostration produced by oxcos- sive dancing, must, of necessity, produce their iegit- imate effect. At last, an carly marriage caps the climax of misory, and the unfortunate ene, hitherte © Utterly regardless of the plain dictates and re- | Monstrances of her delicate nataro, vecomes an an- willing subject of medical treatment. This is bate truthful picture of the experience Of thousaads of | oar young women. Long before the ability to exercise the funetions of the generative organs, they require an education of | their peculiar nervous system, composed of what * called the tissue, which is, in common with the fomale breast and lips, evidently under the control of mental emotions and associations et an early period of life; and, as we shall subsequently see, these emotio ‘when excessive, lead, long before puberity, to habite which sap the very life of their victims ere nature bas self com pleted their development.
