——— a EVENING STAR. WASHINGTON CITY: SATURDAY. ecseeseeee-Miay 21, 1870. Reading Matter on Every Page. Sayles J. Bowe: hood Perhaps the coolest effrontery displayed by Sayles J. Bowen, in his endeavors to make the colored people bélieve that he is their special friend, is in his claim to pre-eminence in the in- anguration of manhood sutfrage there. The truth is that Mr. Bowen, true to his Democratic instincts and training, when he saw colored suf- frage in some sbape was inevitable, at first ad- vocated restricting it to the colored soldiers, then abandoning the soldiers he proposed to apply an educational restriction. At that time he published an article in the Chronicle relative to taking the vote on the question of suffrage in this city, in which he argued that suffrage might be given to the residents of the different States, "ho held offices or were merely sojourners in ‘ashington, and to the colored soldiers who had fought in defence of the Government. There was not a single word in the article advocating niversal manhood suffrage.”’ Subsequently, in nis famous serenade speech, Which was a carefully-prepared, written affair, ‘he discarded the colored soldiers altogether, and Proposed to confer the elective franchise oniy upon educated colored persons. He utterly repudiated manhood suffrage. The first alla- sion to suffrage in a speech was as follows: “I expect soon to see that inalienable right the right of suit » secured to every man of lawful age, and pr education and intel gence, that resides within the ten miles square, whatever may be his color or race.” A little farther on in the same address, seem- ing determined not to be misunderstood, he more emphatically expressed his opinion as to the class of persons upon whom the boon of suffrage ought to be cunferred. Referring to ae published by him in the Chronicle, he aa “In that article I designated certain classes of mén who would be certain to vote, but I did not state, or intend to be understood as insinuating, that no others of our citizens would participate in the election. That many good men, Repab- cans, voted, is undoubtedly true. Bat they did so under the impression that Congress intended to grant the boon of suffrage to contrabands and ail, without any qualification whatever, when, é fact, nothing of the kind, so far as 1 know and lieve, is intended or proposed by Congress. ‘That these men are generally in favor of per- mitting inteigent colored men to vote will not be jenies And yet a little farther onward, in the same article, he reiterates his sentiment in favor of educated suffrage. The following are his words what course the citizens of this pursue, the people of the loyal States demand that the national capital shall be sense. They are for equal suf- frage, because they believe the intelligent colored man justly entitled to it. Educated suffrage was the extent to which Mr. Bowen was willing to go in this direc- tion. He specially repudiated the idea of con- ferring suftrage upon the “ignorant masses,” or upon “the contrabands.”” They were to bide their time until qualitied by education. ‘The truth is that Mr. Bowen throughout his career has had an ill-concealed contempt for the mass of the colered people, and instead of seeking unseltishly to put them in the way of progress, and of securing permanent and honor- able employment, has left them in idleness and rags for eleven months of the year in order that their poverty may compel them to do his bid- ding on election day for the consideration of a four weeks’ jod at gutter-cleaning. When elec- tion day comes around he claims to be the repre- sentative of Simon-pure Republicanism; but a man is known by the company he keeps, and Mr. Bowen can hardly pass muster as a Repub- lican when it is notorious that all his intimates and associates, bis workers and strikers arecop- | perheads and rebels,—men like Jo. Williams, who did yeoman service in the rebel cause at Fredericksburg; Himber, the notorious First Ward Commissioner, who foaght and bled ( bat, unfortunately for this city did not dic) im the rebel cause; Hanna, and English, rebels tr from Kichmond and who seek Bowen by o tural aftinity; Major Morse, who d—ns the nig- ger with sueh fervent good will when out of their bearing; Wm. A. Cook, whe tore down the placards for a negro lecture; Surveyor Don- egan, of rebel notoriety im New Urleans, and the whole crowd of copperbead and rebel ward | contractors, Xe., Kc. And while Mr. Bowen has surrounded him- self with this crowd of rebels, copperheads and begro-haters and is giving them all the patron- age of the Corporation, enabling them to live in gorgeous style, drive fast teams, fight the iger, or bet on their vital religion (a 1a Cook), the poor colored men are kept in squalid pover- 's, condemmed to live in filthy alleys and their mietenee is only recognized by the Bowen gang | mn ec June election is approaching. —— +00e- “ SomEnopy DAMAGED, BUT NOT SENATORS.” ‘The insolent attempt of the Chronicle to dictate to Kepublican Senators how they shall vote, in the interests of its heavy advertising patrons of the Bullock persuasion, has not only signally failed, but is drawing down upon that paper some censures from high-toned Kepublican quarters sharp enough to pierce the hide of a rhinoceros. Sidney Andrews, well known as oue of the most thoughtful and fair-minded | Republican correspondents at Washington, thas writes to the Boston Ade-rtiser concerning the disgraceful Bullock corruption-fund busi- ness, and the attempts to cover it up by hard swearing: “The G ia bribery report submitted in the | Senate this afternoon cannot fail to have a de- cided influence in determining the Georgia ques- tion, when it comes up fer tinal settlement. The voluminous testimony shows beyond all cavil | that Bullock and his friends have been plenti- fully supplied with money and ralroad bonds all | winter, and that they were not all scrupalous in | the manner of = Bang funds if votes could be obtained Bu amendment. The committee found th that wholly unsuccessful attempts were made to buy Senators bye and Carpenter.
