Conelusion Yesterday's Proceedings. SENATE.—After our report closed— ‘The discussion on the Northern Pacific Rail- | road bill continued until 6.10 p. m. absence of a quorum was disclosed, Senate then adjourned. HOUSE. fter our report closed— Kellogg (Conn.) introduced a joint reso- lut on in relation to the appointment of cadets at the Military Academy at West Point, and the | Academy at Annapolis. It provides that intments shall be made after public exam- mcf applicants, and that in each district »mmittees should be appointed to make such examination. Referred to Committee on Mili- tary Aftairs. THE TARIP BILL. a The House then resolved itself into the Com- mittee of the Whole and resumed the cuasider- ation of the taritt bill. Mr. Schenek moved to amend the paragraph imposing « duty on women’s and children’s ress goods composed whoily or tm part of wool, worsted, the hair of goats and other animals. by adding the words “Mik not being a component material thereof ot chief value.” The amend- ment Was aceepted. When the paragraph in relation to manufac tored articles composed wholly or in t oF wool, and which are not otherwise provided fer was reached, Mr. Washburn (Masa) moved aa amendment by addi ® proviso that on web- bing, galoone, &e., of which rubber is a com- ponent part, the shall not be less than 35 Tr cent. ad valorem. This amendment was greed to. SAN DOMINGO. Mr. Butler asked leave to introduce a joint resolution for the annexation of San Domingo, and have the same referred to the Committee on Foreign Kelations. Objection was again made. RESOLUTION RESCINDED. Mr. Kelsey & Y.) moved to rescind the reso- lution adopted this morning granting the use of the Hall of the House of regentatives on Wednesday evening to the colored people of the District for a celebration ef the ratification of the fifteenth amendment to the Constitution. He said he thought the Honse had acted hastily, and had made a great mistake in ing the resolution. He attempted to stop bis train, but too late to prevent its passing over ler. The woman, who was apparently about 35 years of age, was found to be shocking- ly mangled. Her bead, served from the body Iay outside of one rail, and her legs, also served from the trunk, near the other rail. Portions of the body were seattered along the road-bed and track for # considerable distance. The clothing of the woman was so torn and saturated with blood, that the only article r izable wasa black and white plaid shawl.
