The presentation of petitions in Congress for | woman suffrage is now an every-day matter and excites little comment, the more especially as the form of petition is usually the same; being that sent out from Washington for signatures throughout the country. The other day, how- ever, two petitions were presented in the Senate im relation to this subject, having some charac. teristic features. The first was the “Petition of H. C. Ingersoll, praying that the right of suffrage be granted to women in the District of Co- lumbia.” Mrs. Ingersoll is a resident of this city, and is known to the readers of Taz Star, through her initials, as an intelligent writer for the press. In her memorial she sets forth that after the many able arguments made in behalf of women’s political rights, it is generally ac- knowledged that there is some Justice in her Plea to be represented when she pays taxes; and also to have some voice in making the laws by which she is governed. ‘Taking it for granted that this Congress be- lieves many women able to vote intelligently, and to be as deeply interested in the welfare of the country as themselves, she asks that they do Justice to this faith by giving suffrage to such women of this District as are qualified to repre- peace or war, as man does by his vote, “for he has his strong right arm to tight for the govern- ment he makes, while she is only able to right by means of her ability to provide a substitute im case of war.” The qualifications she sets forth for the right of suffrage are, that the ‘women to whom it is given can read and write intelligently; are possessed of property enough to provide a substitute in war; have never been convicted of crime, and pursue no unlawful vocation as a means of living. E. McKay, but her peti- tion is a “ remonstrance against the right of suffrage being granted to women.” And Mrs. McKay, we learn, pays taxes, was in the army of the Potomac, at the Front uring the whole war. and afterwards worked two years for the | Freedmen. She gave her services unpaid to the cause of liberty, but does not think that cause would be benefitted by the universal suffrage of women. She asserts quite positively that the | large proportion of her country women do not want the ballot, because the proper administra- | tion ot household affairs, and the suitable train- | ing of those who are to become the men and women of the future generation, are sufficiently onerous without the additional burden of having to acquaint themselves thoroughly with a class of subjects quite foreign to their tastes and ordi- nary occupations, in order to be able to cast an enlightened and conscientious vote.
