EVENING STAR. Largest Circalaton inthe District WASHINGTON CITY: “Reading Matter on Every Page, Receptions. The next reception of the Speaker of the House will be on Friday evening, March 18th, Tom 9 to 11 o’clock. Mra. Blaine’s receptions will be held every ‘Wednesday of the season, between the hours of 2and5 p.m. 202+ ‘The meeting Thursday night at Lincoln Hall was of a character well caleulated to give weight and fthpetus to the movement for a Ter- ritorial plan of government for the District. The assemblage was a representative one of all the leading interests of the District, and the speakers were among our most respected and influential citizens. Mr. Riddle made a very able and conclusive exposition of the evlis of the present system of government, and the advantages to be gained by achange. He showed that a Territorial plan so from decreasing the franchises and privileges of the people really extends and enlarges them, and that those who maintain the contrary either aim to deceive the people or are grossly debeived themselves. He pictured the unfortunate Position of the District, after seventy years of Congressional’ control, and asked with point if the value of Congress as a govern- ing power had not been pretty fully tested. With the best intentions Congress could not give proper attention to our needs. Every mem- ber has his own State and neighborhood to look after, and our little District has to compete against the whole United States. Our realers doubtless followed with interest the intelligent explanation of the provisions of the plan of Ter- ritorial government given by Mr. R. in his speech. General Howard in his tami spoke mainly ot what the change would do for the people in improving our educational and industrial facili- ties, supplying work for the poor and doing away with the inadequate system of alms-giving. Colonel Philip dwelt upon what can be aceom- plished under an improved form ot government by adopting a proper general system of improve- ment to be pursued systematically, and which will put an end to the aimless sq: ofthe people’s money and accomplish creditable re- sults for the amount expended. Prof. Langston (of Howard University) ex- pressed himself very warmly in favor of the ‘Territorial plan, for the reason that it would afford more scope for both colored and white here; would encourage habits of self-reliance and energy, and develop men of larger ideas. He enlarged with much power upon-the idea that the men grown here should be the model men of.the land, and the moral and intellectual atmosphere here should be the best in the coun- try. This never could be brought about under the dwarfing, enfeebling influencesof our petty, incongruous local governmentn. Mr. Clinton Lloyd, with humorous trathful- ness, called attention to the fact that the only two classes of people who had ever enjoyed the benefit of exclusive legislation from Congress were the Indians of the wildernéss and the citi- zens of this District. He thought neither class had much occasion for thankfulness in being the special wards of Congress, but that oh the whole the savages were rather ahead. The latter bad Feceived some attention, but the people of the District had nothing to show but the Washing- ton canal and the Center Market House! The more this question is dixcussed the more convincing are the arguments educed in behalf of the Territorial plan, and we trust that meet- ings will be held in every part of the District. —__—_- «2-2. ______ Congress has now before it a proposition to charter a line of railroad from ‘Washington to New York. Among the advantaged promised by this road are the following:—Seven hours are fixed as the maximum schedule time for making the distance—226 miles—for through passenger, mail, military, and freight trains. ‘The through fare shall not exceed $6, nor the way fares three cents a mile. The charges on sleeping cars, beside the fares, shall not be over for a state room, $1 for a double berth, and fifty cents for a single berth. In 1563 fifty-three cadets were appointed in the usual manner, by Congressmen, and forty-six were picked from the ranks of the army, for good qualities and fitness alone. Of gtaduated, but nearly all of the forty-six. Of about 5,500 Cadets who have entered West Point, about 3,000 have failed. The institution, we are told, does not gr-duate more than a third of those who are sent to it as cadets; and the professors expressed themselves as eminently pleased with the forty-six young men sent to it from the Tanks, and chosen for merit. +<ee-—___ ‘Members of Congress are receiving by every mail petitions numerously signed from different sections of the country praying that the pro- posed reduction of internal taxation be made in the income tax.
