Be itenacted by the Senate and House of Repre- sentatives of the United States of America in Con- gress assembled, That the Secretary of War be, and he is hereby, instructed to make such or- ders as may be necessary for the temporary re- lief, in eases of absolute necessity, of the poor of the cities of Washington and’ Georgetown until otherwise orde: the Presidentof the United States; and that the amount thus to be expended shall not exceed the sum of thirty thousand dollars; which sum is hereby appro- ated for that purpose ont of any money in the treasury not otherwise appropriated: ided, That relief shall be afforded by the of War under resolution only upon the recommendation of the Washington Association for the rovement of the Con- dition of the Poor, or the National Freedmen’s Relief Association, or the Industrial Home School. the Secretary of War may agree with the bentvolent associations aforesaid, or with other persons, to furnish the supplies nec- essary to carry this act into effect, whenever, in bis opinion, the same can be furnished at a cheaper rate than the same can be done other- Sec. 2. And be it further enacted, That the Sec- retary of War be, and he is hereby, authorized to furnish, uj the recommendation of the Washi mn tiation for the Improvement of the Condition of the Poor, or the National Freedmen’s Relief Association, or the Indus- trial Home School, condewned clothing and other articles, not suited for army purposes, for distribution by them among the poor and desti- tute in the District of Columbia, not to exceed ten thousand dollars, and the persons charged with the expenditure of the aforesaid appropri- ation shall, so far as may be practicable, provide labor and materials for labor, o as to promote and improve the condition of the poor. SEC. 3. And be it further enacted, That the use of the buildings in Judiciary Square, Occupied as store-houses by the medical department of the army, be granted, until otherwise ordered by the Preaideng to the Women’s Christian Asso- ciation of Washington, for the purpose of ena- bling said association to give employment to indigent women. Suc. 4. And be it further enacted, That the - ties hereinbefore named to whom the distrina- tion of the said fund is intrusted shall make report to Congress on the first Monday in De- cember next of their action, when the sum hereby appropriated shall have been expended. Approved, February 24, 1870. eae eee A Youne Man Stranrep Aa 1 MATE, wHo AFTErwarps Commits Suicipr.—A la- mentable atiair ae tr in Lindley township, in Mercer county, Mo., on Thursday and Fri- day evenings of last week, resulting in the death of Clark Putnam, a lad about fifteen years of age, and the probable fatal injury of William ilmot, who is also about the same age. it seems that a spelling school was being heid at what is called the Moss school-house, on Thurs- day night, at which a quarrel commenced be- tween these two boys, but which, however, did not result in any blows while at the school-house. Buten their way home the quarrel was resumed, when, it said, Wilmot attacked Putnam with a knife. Putnam also drew a knife, and dealt Wilmot several severe blows, one of which took effect between the eater vein and the collar bone, producing a fearful and probably a mortal wound. On the following day Pu was arrested by the P my op authorities, exam- ined and bound over for his appearance at the March term of the court. Shortly after return- ing from the tria!, Putnam took his gun and started, as it was fee goes out hunting.
