Mrs. Grant's receptions will be held every ‘Tuesday during the season, between the hours of 2and 4 p. m. Mrs. Blaine’s receptions will be held every ‘Wednesday of the season, between the hours of 2and5 p.m. ape The Territerial Pian of Government. ‘It may safely be assumed that the grand neg- ative force of inertia will never be found want- bg to restrain any measures of wild reform, or dangerous progress in this District. It is con- soling to know that the but vision- ary citizens who, from time to time, roll up their sleeves and essay to pull the District out of the Slough of Despond, will never be allowed to «jerk things” in a way to seriously disturb the Serenity of that delightful puddle. The current Movement for a change in the form of District government would seem to have enlisted the Sympathy and support of about everybody in the two eit es or the county having the interests of the District at heart; and certainly no public demonstration ever made here brought together ‘So many representativ- men of the commanity, of every calling, as the Lincoln Hall meeting. It ‘would be natural to suppose that these men have ‘8 pretty good idea of what the District needs, and that their views would be worthy of attention. But now that they have prepared a remedial measure, drawn under the advice of some of our best legal minds, and embodying the practi- cal views of some of our most sagacious and thoughtful business men, every croaker in the pool has an objection:—Don’t stir the puddle”! «It is a pretty good pudille as it is”! “You may make the puddle worse by stirring it”! -“Don’t agitate our beantifal green scum"! “It is un- healthy to agitate scum”! “It will makea bad smell to agitate the seu: “You have noright to disturb the puddie”! “Congress alone has the power to meddie with the puddle"! “Con- greas cannot transfer its right to deal with the puddie"! “If you remove the scum more will come, and it is just as well to have the good old scum"! “Your puddle-agitation is a plot of the aristocratic bull-frogs to the or Sctaraeete That this sort of ignorant or seltish clamor should be raised by those who know no better, or who have reason to be satisfied with the present order of things, is not very strange; but we con- fess we are surprised to find the Chronicle, @ Paper usually taking an intelligent view of our local wants, disposed to argue in tavor of leaving the puddle as it is. The Chaonicle contends that a Territorial gov- ernment, In the true sense of the term, should contemplate an ultimate State organization, With its State officials, and its Senators and Rep- Tesentatives in Congress, and that the proposed form of Territorial government will not avail much, because “no such position as that of State can be attained by the District of Columbia.” Of course not. But because of this shall we not reach after the highest legislation the Constitu- tion will allow,? Will it be of n> advantage to Us to be able to enact laws regulating the devise and descent of property? to provide for the punishment ef crime, the establishment ef po- lice courts, &e.? to enact a code of practice, re- lieving ourselves of the old, expensive and cum- bersome machinery of the common law and writs that no modern lawyer understands ? to get rid of the present expensive system of con- veyancing, and provide short, simple, and con- venient forms? Will it be of no service to us to be able to enact laws contracts, divorces, usury, mfarket-houses, charters to pri- vate companies, street-paving, Sewerage, canal of large growth and prosperity simply through the power to enact their own laws, but their people knowing they may have political rights strike boldly for them. We are all familiar with the workings of that remarkable piece of circumlocution which our col cotemporary dreads to see dis- placed. The “various government officials” most certainly “ report” with due diligence and copiousness; there is no lack of reports—the sab- Officials report to the big government officials, and the big officials report to Gongress, and Congress passes the reports over to the District Committees, and the District Committees pre- pare reports to make to Congress thereupon, but never get am opportunity to present their Teports, and therefore they go to the everlasting limbo of the committee-room pigeon holes. And all this because Congress, having to legislate fur forty millions of people, and for # territory ex- tending from ocean to ocean, and from the tropics to “ Nova Zembla, or the Lord knows where,” cannot and will not apply this immense and expensive national legislative machine tothe work of making pins—of legislating for a munici- pality in the matter of lamp-posts, street-ruts, and sewer-traps; which, if undertaken by them and attended to properly, would occupy hair theirtime. At the last session of Congress but four District bills were passed, and these were of the most trifling description, and in which not twenty people in the District had any interest whatever. They got through simply because they were too! tocallout any debate. At the same time the desks of the District Commit- tees were loaded down with important District business that there was no possibility of getting action upon. Ask the House District Commit- tee how many District bills they expect to get through this session? Said a Senator te us the other day, “‘ Why it is impossible for me to get attention to business affec ting my own State. The question of enlarging the District was never before the committee. (2.) Wrong again. That is just what we may do under this bill, for it provides expressly that by a two-thirds vote of the Legislature we may borrow mongg, issue stock or bonds, for any of these purposes. @.) The seventeenth section of the bill as amended and adopted provides that the Legislature of the District ‘shall have power to create, alter, modify or repeal, within said District, corporations aggregate for reli- gious, charitable, educational, industrial, or commercial purposes, or purposes of public improvement.” (4.) Every member of the commtttee but one favored the abolition of the city charters with- out delay. But the objection was made that the question ought to be left to the decision of the people of each corporation, otherwisé the weaker corporations might be coerced into the abandonment of their charters against their wishes by the overpowering vote of Wash- ington. (5.)
