Judge Bingham, of Ohio, intends to make » speech against the bill, on the ground that Con- gress has once declared Georgia entitled to rep- resentation, and admitted members to seats in in the last House. The Georgia delegation which is here urging the Senatorial claims of Hill and Miller, have submitted a document to the Senate Judiciary Committee, in which they show that Gov. Bullock has recognized the ordi- nary acts of the Legislature of 1368-9 as perfectly valid. The Legislature of 1863 elected Messrs. Hill and Miller to the Senate before the colored members were expelled.
