Information was received at the Navy Depart- ment ,this morning from Rear Admiral ©. H. Poor commanding north Atlantic fleet to the effect that the Spanish frigate Navas de Toloso, ope of the Almansa class, arrived at Havana on the 2st of December with troops, making the whole number of troops in Havana at that date 13,584. No foreign men-of-war were in port at Havana, and there appeared to be nothing new in regard to the political situation. ‘THE WAYS AND Mzans ComMITTER continued to work away to-day on the miscellaneous class of duties imposed in the new tariff bill, but made no important progress. As soon as the tariff bill is completed the committee will take up the tax bill. One of the democratic members of the committee wil] propose an amendment not to continue the income tax for the present or future years. Another member intends to move to reduce the rate of tax from5to3 per cent. Quastion.—The purchasers of the Government property at Har- per’s Ferry claim that the Baitimore and Ohio Railroad Company have no legal right to run their road through what was, until the recent sale, a Government reservation. Permission to run their track through the Harper's Ferry property was given the company by the Secre- tary of War, thirty years ago. It is claimed that this sale vitiates this permission, and that two miles of the railroad track, being on the main road to the West, is by mere sufferance on the land of private parties. Wore aT THE Navy YaRps.—Orders have been given to have the machinery of the Hart- ford and Canandaigua, now at the Breokiy= navy-yard, thoroughly repaired, ready for sea service. SAILING QUaLITIES OF THE MontroR Dictra- tor.--Rear Admiral C. H. Poor, commanding the North Atlantic ficet, under date of Dee. 26, off Key West, informs the Navy Department that the Severn, his ship, in comy y with the monitor Dictator, left Tybee Itoads on Mon- day, the 20th of December. "The first hours the weather was clear, with a light breeze and smooth water. The Dictator, under these cumstances, made seven knots easily. The next day the wind commenced biowing, and fresh- ened into a strong gale, with a heavy sea beat- ing over the decks of the monitor, in which she yas only able to make four’ knots, The least and it to communicate with her. itor was, however, enabled to hold her Uiter daylight, windward ane ~~ =o and r ,upon approaching Cape Cana- veral, the weather became moderate, when the Severn took the monitor in tow, and went through the Florida Straij Admiral Poore More than half the time if any accident jappened te the monitor he could have done nothing, except lay by her until the weather erated. His experience is that monitorf should not be sent to sea unless mode- rate breezes and pleasant weather could be re- lied upon. Epitor Star:—In view of the statements which have been made public relative to the facilities of this company for doing business, it. “coms nece bg § that the reai condition of affairs, > far as this office is concerned, should be made known. posed to discuss the merits of the question at issue between the company and its late employees, but Rycvge 4 the attempt to mislead the pattie as tothe ability of the company to do business is neither fatr to the company nor their customers, and will a be considered a legitimate metiod of carrying on the contest. ‘This office is prepared to receive and transmit all business offered. All business has been promply and regularly forwarded thus far. The force now on duty consist of thirteen 0} rs, (instead of four ax reported,) besides mana- ger, and more are now on ‘their way here: As to the character of these operators, the names which those who differ with them may choose to apply isa matter of taste, but the real truth is they comprise as good men and > sperators as ever were in this or any office. vere the contrary true they could not have Ferformed the work as it has been performed. The branch offices at No. 432 Pennsylvania avenue and in the Post-Office Department have been reopened, and it is expected that all the others will be soon. With regard to other offices, we are working regularly with every one of the offices mentioned as closed in the circular issued last evening by the \-Telegraphers’ League.” In regard to the Richmond ice especially, the last man of which was reported to have left, the truth is that “the last man,” and all the other men of the old force, are now on duty, and sent last evening an appeal to the strikers here to follow their example. And we have advice this mo- ment that all the men in that district, compris- ing the lines from Richmond South to Augusta, via Wilmington, and to Charleston via Greens- boro’, and west to Lynchburg and Gordonsville, have returned to their work. Of course the company has had to strain every nerve to meet Se gery of the public in this emergency, which, so far as this con- , Was precipitated upon them at fifteen minutes’ notice, and there has been literally no time for anything but incessant work; but the work has been done, is being done, and will con- tinue to be done as it always has been. Our fa- cilities are hourly increasing here and else- where, and the Saeed is confident of ability to do all business offered. This statemgnt is considered due alike to the company and the public.
