Noan, now editorially connected with the Intelligencer, is a son of the late Major Noah, of New York journalistic fame, and is a true “chip of the old block.” He wasfor some years connected with the Alta California newspaper. Total, $1,782,150.61. Tue Navat Rawk Questiox.—Another bill Will be presented in the House next week to set- tle the existing difficulties between the line and staff of the navy. It is called a compromise measure, and is said to embrace the views of nine-tenths of the staff. CoLLector Casey, of New Orleans, who is now in this city, is engaged in making a reor- ganization of the force in the custom house, and has submitted to Secretary Boutwell a list of changes, transfers, &c., which he desires to have approved. ‘THE FRENCH GOVERNMENT refused to con- tinue the Postal treaty with the United States, but now offer a compromise, in which their former demands are considerably moderated. What is proposed does not come up to Mr. Cresswell’s standard, and he has therefore re- fased the terms proposed. PRINCE ARTHUR will visit Washington to- wards the close of this month, for the especial purpose of calling on President Grant before visiting other portions of the United States. He will remain about month, and be the guest of Mr. Thornton, the British Minister. Afterwards he will go to New York, and remain several days. WHEN CONGRESS MEETS, & western member of the House will introduce a new census bill in which a section will provide that no State shall have the number of representatives diminished in the Forty-second Congress. It is hoped by this section that the new appointments can be applied to the next Congress. The idea of a September session is losing ground even among the western members. The power of appoint- ment will be devolved on the Secretary of the Interior. NAVAL ACADEMY AnD HaRVARDBOAT RACE. Mr. A. J. Kane, of Harvard University, had an interview with Admiral Porter yesterday, and obtained permission for the Annapolis Naval Academy Boat Club to row arace with the crew of the junior class of Harvard University, in which there is only one ot the boat's crew that rowedin England. Admiral Porter expressed a desire that the race should be either at Annapo- lis or West Point, between six-oared boats. Mr. Kanegoes goes to Annapolis to-day to perfect the matter. A Cunan PRIVATEER IN CHARLESTON Har- BoR.—Mr. Roberts, the Spanish Minister, has notified the State Department that the steamer Annie, a Cuban privateer, crossed the bar of Charleston harbor yesterday about noon, and anchored off Fort Sumter, with a portion of the crew of the Hornet on board. The Secretary of State immediately notified the Navy Depart- ment, and it is thought that one of our {fron- clads will be sent to Charleston tmmediately, in case of any emergency. A revenue cutter, with the U.S. Marshal on board, has been ordered down to the suspected steamer. ‘Tux RecErtions—Those whe received yes- terday were Mrs. Vice President Colfax, Mrs. Blaine, Mrs. General Sherman and daughter and others. The hours of receiving were from ability to sleep; but we had been encouraged to think that he was from that difficulty. ‘We still entertain the hope’ his case is not so serious as the information above would seem to indicate. They are Greundiless. This morning a rumor gained considerable circalation on the streets and in business places that Mr. F. A. Boswell, the City Collector, had absconded with a large amountef the Corpora- tion funds collected for taxes. One report fixed the sum as high as $180,000. j On mquiry of Mayor Bowen and others at the City Hall, we find there is no ground whatever for these reports. We find further, on examina- tion of the books, that the accounts are straight in his office, and that the amounts collected have been deposited in the legal depository for the Corperation—the First National Bank—the bank account showing that from the ist of No- vember to the 4th instant $666,018.34 have been deposited. The rumor probably had its origin in the fact that the bank a day or two since refused to cash: @ Corporation check when the account had been overdrawn, and before Mr. Chase, the Deputy Collector, had made his deposits for that day, when the check was honored. Mr. Boswell left the city a few days before Christmas for New Bedford, Mass.,to spend the holidays, and i: expected home in a day or two. Some fuel seems to have been added to the flame of these reports by the fact being ascer- tained that the City Collector is required to give bonds only to the amount of $30,000, while the collections in a single day have sometimes reached as high as $80,000. It will be a conso- lation, however, for the nervous ones to know that however inadequate the amount of bond may be, our city collectors thus far have been too honest to take advantage of the fact. As above stated, there seems to be not the slightest grounds for these rumors prejudicial to Mr. Boswell. A Post OrFice has been established at Point Lookout, Md. Prrsoxat.—E. Their visit is in accordance with the request of General H. L. Burnett, attorney for the Western distillers, who have already entered their protest against the time fixed by the Com- missioner. They will probably be absent until next Wednesday, and it is understood repre- sentative distillers from St. Louis, Louisville, Chicago and Western cities will be present to testify in behalf of the claim desired. THE MARRIAGE of Miss Gertrude Cutts, daughter of Col. Cutts of the Coast Survey, to Mooretield Story, Esq., of Boston, late Privat Seeretary of Senator Sumner, took place at two o’clock this aftornoon at the church of the Epithany, and was attended by @ large number of persons, among whom were Attorney General Hoar, Senator Sum- ner, General Sherman, Mrs. Davis, wife of Assistant Secretary Davis, and others.
