Largest Circulation in the District Tue Mexrms axp Et Paso Rartwav— ‘Some rather curious developments are made by General Cluseret in regard ¢o the negotiations made in Paris for the sale of the bondsof the ‘Transcontinental Memphis and El Paso Rail- way. Last spring, he asserts, the subscription was opened in Paris, under the pledge of the Promoters, advertised in all the daily journals, and pledging as security:—1. The right of way. 2. Six per cent. interest per annum gusrantied by the United States. 3. Many millions of acres of land in Texas, valued at thirteen dollars per acre. 4. The credit of a consolidated company, made upof the different railroads from Norfolk, Virginia, to Little Rock, Arkansas; besides many other items of less importance. Under similar representations General Cluse- Tet says: Messrs. Schneider, Rouher, and Magne gave their countenance to the scheme, and had the bonds admitted to the Paris Bourse—the first time that any American corporation has had its securities quoted there. As General Cluseret alleges, twenty-two millions of francs were subscribed to the loan before it was with- drawn; much of it by working men, in full con- fidence that it was under the special guaranty of the United States; and the money is likely to Prove a total loss; for, although prosecutions have been instituted in France against the pro- Jectors, there is no probability that pedepsired erable sum will be recovered. The credit of the American people in France, however, and throughout Europe, will receive a severe shock from this event; and it is important that the French people should be clearly informed of the falsity of all representations connecting these bonds with our Government. The strike of the operators on the lines of the ‘Western Union Telegraph Company still con- tinues, tothe great detriment of that corpora- tion, though so far, we believe, there has been ho material interruption im the transmission of Public business. As the turning point in the controversy is as yet a square question of vera- city between the operators and the officers of the company, it is somewhat difficult to get at the exact merits of the case; but it is worth something to the public to know that a gigantic monopoly, which has so far succeeded in crash- ing out all competition and practically holding the telegraphic communication of the country in its own hands, has at last met.a force which it cannot control at will. How the quarrel will terminate cannot be foretold with certainty, but We cannot help entertaining the hope that the result will in some way prove to be beneficial to the public. The cable dispatches from Madrid state that the Provisional Government of Spain is in its dissolution—that Prim and the whole ministry of which he is the right arm, resigned in conse- quence of the refusal of Victor Emmanuel of Italy to permit the Duke of Genoa to accept the Spanish crown. It needs further development to indicate what will be the result of this step. The Regent Serrano is certainly powerless to Preserve order without the support of the army; and this is not likely to be given him should Prim withdraw his aid. That ambitious Gen- eral is not a man to abandon his plans, what- ever they may be, without a struggle; and the most plausible explanation of his conduct seems to be that he means to drive the government to submit to his dictation in all things, as the only means of preventing anarchy. +222 _____ The Maryland General Assembly met yester- ay at Annapolis for the regular biennial ses- sion. Fowler and Merryman. —seee- The Legislatare of New York yesterday re- pealed (so far as it could) the act of ratification of the fifteenth amendment, adopted by the pre- ceding Legislature, which was Republican, by @ considerable majority. The vote in the State Senate on the repeal was 16 to 13, and in the House 65 to 56a jomt majority of 3. They might have occupied their time more profitably than in such child’s play as this, which amounts to nothing more than an expression of their opinion; the action of the preceding Legislature being final in the matter. Mr. Beecher does not seem to have lost pepularity with his congregation, however badly his connection with the Richardson-McFarland scandal may have damaged him in the estima- tion of outside barbarians.
