Nothing has been received at the Navy De- partment relative to the mutiny and attempt to blow up the trigate Sabine, noticed in our summary of foreign news by cable. Some of the old Navy officers are disposed to discredit the statement (nat seven of the conspirators were hung tothe yard arm, as they think Uom- mander Walker would hardly attempt the ex- ercise of this arbitrary power, in view of the fact that he nad a full complement of officers o& board, and probably enough seamen to take care of the prisoners and bring them home for trial. ‘The Sabine bad on board about sixty md- sbipmen of the class which graduated last June, and sailed from Boston early in July. Her officers were commander Jno G. Walker, commanding; Lieut. Commanders (3. C. Re- mey, George P. Ryan, Wm. R. Bridgman, Jobn R. Bartlett, Poilip H. Cooper. Theodore F. Jewell, and Charles J. Ithas now been about twenty-seven years since & motiny of any magnitude has taken place in our Navy. On her homeward bound Yoysge, just before reachingSt Thomas Island it was discovered that a Midshipman named Spencer, a son of Mr. Spencer who was S:c- retary of the Navy at that time, with ebout twenty of the sesmen, had formed a plan to the vessel and convert her into a pirate. The midshipman was first arrested. And strong symptoms of discontent and msubordination at once became fest by the crew. Two more arrests of seamen, named Cromwell and Small, were then made, and the officers were all armed; put as the ves- sel was destitute of marines. they considered themselves ‘adequate to the guarding of many prisoners. Four more arrests were made im the course Of a day or two, and the officers of the ship assembled ia council as to what disposition should be made of the first three men arrested, they being regarded as the prin- cipal conspirators. Their deliberations did not take the form of a trial. as the accused were not before them and bad uo opportunity for explanation or defense. The object of the investigation was to advise the Commander whether the necessity of the case was so extreme and urgert as to require the exercise of arbitrary power, and they unanimously agreed that this necessity did exist, and deemed atan impcrtant naval principle that an Amer- icah sbip-of-war should not apply for assist ance, in a case like that, to any foreign triendly Power. THE PRESIDENT’s MOvEMENTS.—Nothing bas been receivéd from the President as to when be will arrive in Washington though he is expected on the early train to morrow morn. ing. He will probably remain here until Wednesday evening and then retara to Sara- toga. A dispatch from Saratoga dated yesterday ssys:—“The President leaves four Washington on Monday morning, ana his family remain here. He returns during the latter part of the week to stay until the middie of September. He will be accompan.ed by Secretary Tae CURRENCY PRiINTING.—Altbough the New York bank note compavies having in charge the printing of the National currency promised faithfully t2 comply with the order Jor $157,000 im fractional currency from the Treasury Department, they have tarnished bat little over one-half of that amoant—' ’ only were received on Saturday and 000 to-day. This is little batter than £10,000 per day, the largest amount that they had pre. viously furnished, but is mot enouga to supply the demand. A smallamount of the new fifty cent notes were received to-day, and will be issued about Thursday. Wheeden bas been ordered to tne Lancaster, Nor Mtcn or 4 Lock Picker APTRER ALL.— Since the recent experiment of Mr. Sargent with the locks in the Treasury Department, ‘Treasurer Spinner bas received innumerable letters from lock makers throughout tae country, claiming that they can furnish locks which cannot be picked. Geo. Spinner in reply has iseued a circular in wbich bs says, in explanation of the process, that Mc. Sargent did not pick a single lock as the term “picking” i-g nerally understood He was perinitted to take the dial from cne of Dodd’s patent locks upon a safe im the office of the supervising architect, and placed under it a circular piece of shert-lead, And to fasten to the dial a pointor incicator to register on the lead the movements of the dial. The person tn charge of ths safe then unlocked it im the ordinary manner by turping the dial, which of course, registered the motion of the “indicator upon the lead, by meaus of which, atter taking the lead out, Mr Sargent obtained the combination, and so an- locked the sate. There are gains also in several other districts. A special dispatch to the Baitimore Sun trom Richmond says:—A gentleman belonging to one of the two Walker State committees (whose name 1 am not authorized to divulge) has had 4n interview with Gen. Canby, in which that olficial declared that the only terms he had to propose were that all ineligible members of the Legislature should resign, and that he would immediately order new elections to fill the va- cancies thus created. If men were thereupon Teturned who could take the test-oath, he should further a speedy reconstruction to the extentof bis ability and authori'y: but if the present ineligibles did not resiga, of if other inelizibles were elected to succeea them, he should feel bound to refer the whole election of July, &.,to Congress, pestponing all action till that body reviewed the matter and gave final directions.
